Job summary

Halmar International is seeking a Survey Manager to plan, direct, and manage all survey and geospatial activities for the Potomac River Tunnel Project. This role provides leadership for survey operations supporting shaft construction, tunnel excavation, TBM operations, underground works, and utility coordination.

The ideal candidate will have extensive experience in large-scale tunneling and underground construction, strong control networks, and the ability to coordinate across engineering,

Qualifications

  • Bachelor's degree in Surveying, Geomatics, Civil Engineering, Construction Management, or a related field preferred.
  • Licensed Professional Land Surveyor (PLS) preferred.
  • Minimum 10 years of surveying experience supporting heavy civil construction projects.
  • Minimum 5 years of management or supervisory experience leading survey teams.
  • Experience supporting tunnel, transit, water/wastewater, underground, or large infrastructure projects required.

Responsibilities

  • Develop and maintain project-wide horizontal and vertical survey control networks.
  • Manage all surveying activities for tunnel, shaft, portal, utility, and surface construction operations.
  • Supervise in-house survey personnel, subcontracted surveying firms, and survey technicians.
  • Establish and verify project control points, benchmarks, monuments, and reference systems.
  • Support tunnel boring machine (TBM) guidance, underground alignment verification, and breakthrough accuracy.
  • Coordinate construction staking, layout, and as-built surveys for field operations.
  • Verify project coordinates, elevations, and positional accuracy for all construction activities.
  • Ensure survey data complies with contract requirements, project specifications, and quality standards.
  • Review survey calculations, field notes, control reports, and survey deliverables.
  • Develop survey methodologies for challenging underground, marine, and urban environments.
  • Coordinate survey activities with engineering, construction management, quality control, and owner representatives.
  • Manage survey equipment calibration, maintenance, and asset tracking.
  • Utilize GNSS, total stations, digital levels, laser scanning, and other advanced surveying technologies.
  • Support geotechnical instrumentation monitoring and deformation monitoring programs.
  • Develop and maintain survey procedures, work plans, and quality assurance documentation.
  • Identify and resolve survey discrepancies, control conflicts, and alignment issues.
  • Produce reports, drawings, and survey documentation supporting project execution and closeout.
  • Participate in design reviews, constructability reviews, and coordination meetings.
  • Ensure surveying operations are performed in accordance with project safety requirements.
  • Provide technical leadership and mentoring to survey staff throughout the project lifecycle.
