Job summary

L3Harris Technologies in Rochester, NY seeks a Lead, Project Engineering to lead space system project teams delivering software and hardware development, integration and test efforts. You will oversee cost, schedule and technical tradeoffs and coordinate cross-functional reviews with customers and management.

Responsibilities

• Lead the execution of Space System project teams to meet customer requirements within allocated cost and schedule.
• Develops, oversees, and coordinates cost, schedule and technical aspects of ongoing engineering projects per program guidelines.
• Review status of engineering projects and budgets, manage schedules, and prepare status reports.
• Experience as a Control Account Manager (CAM) or equivalent fiscal responsibility.
• Assess engineering issues and develop resolutions to meet productivity, quality and customer-satisfaction goals.
• Identify, track, mitigate, manage, and dispositions program-level risks and opportunities.
• Estimate resource and material needs for the project/product.
• Coordinate interdependencies within specific projects and with the greater Space Enterprise.
• Coordinate between project teams and resource managers to ensure necessary reviews and approvals are received.
• Participate in small teams and perform a wide variety of tasks.
• Maintain collaboration with customers on quick-reaction tasks/projects.
• Work with product managers and Chief System Engineers to plan risk mitigation and EVMS usage.
• Support proposals for new work in a growing business.

Job Description

L3Harris is seeking a dynamic Project Engineer leader for a range of software and hardware development, assembly, and integration and test efforts. The candidate will be part of a larger program team as a leader dedicated to meeting the customer’s technical, cost and schedule needs. Program support and technical leadership over requirements definition, concept generation, material selection, trade studies, preliminary and final design documentation. Reviews status of engineering projects and budgets, manage schedules, and prepares status reports. Identifies, tracks, mitigates, manages, and dispositions program-level risks and opportunities. Estimate resource and material needs for the project/product. Provides the coordination between resource managers/supervisors and ensures all necessary reviews and approvals are received. Must have ability and willingness to work in a collaborative team environment on quick reaction projects.

Essential Functions

• Works closely with the product manager to identify project risk and with the Chief System Engineer to ensure risk management mitigation strategies and events are being planned executed correctly
• Understands how to use Earned Value (EV) to guide the success of a project
• Able to support proposals for new work in a growing business

Qualifications

• Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 6 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
• Ability to obtain a federal security clearance

Preferred Additional Skills

• Active Top Secret/SCI is highly preferred
• Program Management Institute (PMI) Project Management Professional (PMP) or other formal training
• Experience with optical payload, space vehicle integration and testing is preferred
• Experience integrating and testing complex optical/mechanical/electrical systems
• Experience in at least one of the following areas: integration of hardware & software systems, electrical system end-end test, space vehicle level integration & test
• Ability to work closely with Customers, Business Development, and all functional disciplines
• Experience leading Government contract development programs
• Work closely with Program Manager and Chief System Engineers
• Has proven track record with long term planning and attention to detail
• Knowledge of Government contracting practices and Earned Value Management (EVMS)
• Ability to develop broad, cooperative relationships with numerous groups and individuals, even when having no direct authority over them
• Experience with creating and managing schedules
• Experience with executing contract scope on Firm Fixed Price contracts
• Ability to lead program milestone/gate reviews (SRR, SDR, PDR, CDR, FCA/PCA, PSR)
• Experience with project management aspects of technology development programs
• Experience with estimating and managing labor, material, and/or subcontract costs
• Fast learner able to adjust to project needs and learn new skills quickly

In compliance with pay transparency requirements, the salary range for this role in New York state is $110,500 - $205,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
