Job summary

Amtrak is seeking a Lead Project Controls Specialist in Philadelphia to plan, manage, and execute cost engineering and control activities on large capital construction programs. You will develop estimates, manage budgets, and collaborate with the Capital Finance Team to report project financial performance.

The role requires at least a Bachelor’s degree and 6 years of relevant experience, with preference for 8 years.

Qualifications

  • Plus 8 years of relevant work experience in preferred qualifications.

Responsibilities

  • Perform monthly analysis and reporting of cost performance for project teams and Capital Finance.
  • Develop bottom-up forecasts to evaluate cost and schedule against estimates.
  • Review and vet invoices in Ariba-on-Demand and develop monthly accruals.
  • Communicate with Finance on journal entries and corrections.
  • Assist in development of annual operating plan with project managers.
  • Oversee department budget administration including reprogramming requests and purchase requisitions.

Job Summary

Plan, manage, and execute cost engineering and control activities for large, complex capital construction projects or portfolios. Perform analysis of cost performance; develop estimates; create and manage budgets; and interact frequently with the company's Capital Finance Team. Work with project teams on regular reporting of project financial performance.

Essential Functions
  • Perform monthly analysis and reporting of cost performance, providing detailed analysis to project team to improve project performance and forecasting as well as to Capital Finance team to support corporate reporting and grants management.
  • Develop “bottom-up” forecasts quarterly to evaluate performance against Total Life of Project Cost and Schedule and other estimates as required to support evaluation of new scope or potential changes.
  • Review and vet invoices, receive them into Amtrak’s Ariba-on-Demand system and develop monthly accruals.
  • Communicate with Finance on journal entries and corrections.
  • Assist in development of annual operating plan, including working closely with project managers to estimate costs for upcoming fiscal year as well as out years. Work with Capital Finance to refine plan as necessary.
  • Oversee administration of department budget, including managing off cycle reprogramming requests for new or adjusted funding on projects and preparation and/or approval of purchase requisitions.
Minimum Qualifications
  • Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
  • Plus 6 years of relevant work experience.

  • Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
  • Plus 8 years of relevant work experience.
Knowledge, Skills, and Abilities
  • Must have excellent oral and written communication skills

The salary/hourly range is $94,300.00 – $122,256.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
