Qualifications

• Graduation from an accredited high school or equivalent required.

• Minimum four years related administrative experience; basic welding, fabricating, and aerial lift operation knowledge.

Responsibilities

• Lead maintenance for wastewater facilities PM; oversee maintenance, repairs, and inspections of pumps, motors, valves, and piping.
• Ensure safety, compliance with standards, and proper use of PPE and equipment.
• Coordinate with HR/RM about safety compliance and reporting.
• Assist with budget preparation and cost estimates for maintenance tasks.
• Provide ongoing training and mentoring to staff; maintain records and progress reports.
• Inspect and troubleshoot mechanical/electrical issues and implement corrective actions.

THIS POSITION REQUIRES SCHEDULED/UNSCHEDULED OVERTIME, INCLUDING EVENINGS, WEEKENDS AND HOLIDAYS AND/OR IMMEDIATE RESPONSE TO EMERGENCY CONDITIONS.

This position is considered an "Essential Position" for the purpose of Emergency Management. Emergency duties will be assigned as needed. This position requires 24 hours a day, 7 days per week availability during City of Port St Lucie emergencies, as determined by City Administrators, Emergency Manager or City Officials.

This position is DOT and Safety Sensitive which is subject to random drug testing.

• The Lead Maintenance Mechanic-Wastewater Facilities/PM performs leadership functions related to the maintenance activities for the uninterrupted flow of day-to-day operations of the Wastewater Treatment Plants PM division engaged in operating, inspecting, maintaining and repairing all types of utility equipment and appurtenances pertaining to wastewater treatment facilities.
• This position is distinguished from supervisory classifications in that the Lead Maintenance Mechanic-Wastewater Facilities/PM does not exercise formal authority. The Lead does assist in such areas as discipline, grievance resolution, employee interviewing, employee performance evaluation, hiring, and other personnel-related decisions.
• Assists with planning of job-site logistics and operations. Assists with inspecting maintenance installations and directs or takes corrective action for operational, mechanical, or electrical malfunctions.
• Regular and punctual attendance.
• Ensures that repairs, construction, and installations comply with standards and specifications.
• Ensures that employees, equipment, and materials are available to accomplish work tasks assigned.
• Assists with evaluating and analyzing data related to cost estimates (manpower, materials).
• Assists Supervisor with budget preparation and monitoring.
• Assists with providing monthly written progress reports on preventative maintenance tasks, repairs, projects and/or installations.
• Assists with providing and coordinating appropriate on-the-job training for employees and ensures that they adhere to safe work practices and properly use safety equipment and personal protective safety gear provided.
• Follows guidelines of all aspects of the Utility’s safety program. Works closely with members of the City’s HR/RM Department to assure compliance with State and Federal safety compliance mandates.
• Performs basic preventive and corrective maintenance by troubleshooting problems, making repairs, checking for proper operation, and communicating with other divisions.
• Lubricates, adjusts, and maintains shop, field, and plant equipment, including inspection, cleaning and repairing wells, pipes, pumps, compressors, valves, chemical feed, and processing equipment.
• Maintains, installs, inspects, and repairs piping systems of galvanized, PVC, stainless steels, and copper tubing; identifies types of piping, fittings, and basic valves; cuts and threads pipe; and makes minor modifications to existing piping systems.
• Installs, inspects, and repairs a variety of pumps and drives; removes and installs electric motors; removes and installs packing and most seals.
• Uses of aerial lift operation (cranes, boom lifts, bucket trucks) equipment.
• Follows proper safety practices, precautions, and procedures, such as confined space entry, storing, handling, and transporting hazardous chemicals. Follows proper PPE procedures.
• Utilizes basic welding skills to plan and perform simple fabrication projects; cuts, heats, solders and welds various materials.
• Maintains accurate records; performs computer data entry; purchases materials and supplies.

EDUCATION AND/OR EXPERIENCE

Graduation from an accredited high school or possession of an acceptable equivalency diploma required. Graduation from an accredited college or university with an Associate’s degree in a related field preferred, supplemented by specialized mechanical training. A minimum of four (4) years related administrative experience; or an equivalent combination of education, training and experience with basic welding, fabricating, and aerial lift operation (cranes, boom lifts, bucket trucks) equipment required. Experience in a Utility preventative maintenance division preferred.

CERTIFICATES, LICENSES, REGISTRATIONS

• Possession of valid U.S. driver’s license and maintenance of clean driving record required with the ability to obtain a valid Florida driver’s license within 30 days from date of hire.
• Possession of a valid Florida Commercial Class A Driver’s License with tanker endorsement and maintenance of a clean driving record required.

KNOWLEDGE, SKILLS & ABILITIES

• Advanced knowledge of standard electrical and mechanical tools and test equipment.
• Knowledge of Microsoft Office Skills to include Word, Excel, and Outlook.
• Proven mechanical ability as it relates to utility pumps, motors, and other appurtenances; proper use of tools and testing equipment, read and use charts and blueprints.
• Knowledge of materials used in the construction and maintenance of water and wastewater facilities.
• Knowledge of safe work techniques and practices used in preventative maintenance.
• Knowledge of occupational hazards as well as safety precautions of the workplace.
• Knowledge of department methods, operating rules, construction equipment and maintenance.
• Ability to read, interpret, and comply with complex State and Federal regulations related to safety laws and regulations, environmental and health issues, emergency responses, and/or disaster preparations.
• Ability to inspect equipment in operation, detect changes in conditions and make necessary adjustments or general repairs.
