Job summary

Bechtel is seeking a Lead Life Safety Systems CSU Engineer in Clay, NY, to oversee commissioning of fire and life safety systems for safe occupancy and startup readiness. You will validate tests, ensure regulatory compliance, and coordinate across engineering, construction, QA/QC, and operations teams.

The role requires 10–13 years of relevant experience (or 14–17 years) and a bachelor’s degree in a fire protection, mechanical engineering, or construction field.

Job Summary:

The Lead Life Safety Systems (LSS) CSU Engineer serves as the senior technical authority and discipline lead for commissioning the fire and life safety systems required for safe occupancy, hazardous-material introduction, startup, and operation. The role is responsible for planning, coordinating, validating, testing, and commissioning assigned LSS scope to demonstrate compliance with applicable codes, regulatory requirements, project specifications, Intel requirements, approved sequences of operation, and operational objectives.

The LSS scope includes fire detection and alarm, fire suppression, smoke detection and smoke control, emergency communications and mass notification, Hazardous Gas Monitoring Systems (HGMS), Emergency Shutdown Systems (ESD), emergency power interfaces, occupant evacuation, and related life safety infrastructure. The engineer verifies system readiness and performs or manages functional and integrated testing of alarms, interlocks, cause-and-effect matrices, shutdown actions, ventilation responses, emergency power transfers, and interfaces with PSSS, building management, HVAC, security, and process control systems before systems are accepted for service.

Acting as the primary on-site technical lead for LSS commissioning, this position works closely with engineering, construction, QA/QC, EHS, Intel Operations, vendors, equipment suppliers, the Commissioning Team, and Authorities Having Jurisdiction (AHJs). The role provides technical leadership throughout system turnover, FAT/SAT activities, integrated systems testing, deficiency resolution, regulatory inspections, acceptance documentation, and final handover to ensure the LSS scope is fully functional, code-compliant, documented, and ready to support safe occupancy and operation of the facility.

Major Responsibilities:

• Lead commissioning activities for fire and life safety systems from construction completion through startup and handover, coordinating contractors, subcontractors, and vendors throughout testing and commissioning.
• Develop commissioning plans, test procedures, test scripts, integrated systems testing protocols, and acceptance criteria in alignment with project requirements.
• Manage functional performance testing, performance verification, and troubleshooting of fire alarm, clean agent suppression, sprinkler, foam, smoke control, emergency communication, and hazardous gas detection systems.
• Support integrated systems testing to validate interactions between fire protection, building management, process safety, HVAC, emergency power, and control systems.
• Verify compliance with applicable NFPA standards, International Building Code (IBC), International Fire Code (IFC), NEC, local regulations, and client-specific requirements.
• Review and interpret design documents, submittals, drawings, P&ID diagrams, control schematics, sequences of operation, and test results to ensure alignment with project requirements and operational intent.
• Coordinate with engineering, construction, QA/QC, operations, vendors, owner representatives, and AHJs to resolve deficiencies and technical issues and achieve system acceptance; witness factory acceptance tests (FATs) and site acceptance tests (SATs) as required.
• Ensure complete turnover documentation, test records, deficiency tracking, and final acceptance documentation are maintained and delivered, and ensure adherence to project safety requirements and lockout/tagout procedures.

Education and Experience Requirements:

• Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.

Preferred:

• Bachelor's degree in Fire Protection Engineering, Mechanical Engineering, or Construction Management.
• 10-15 years of hands-on U.S. experience in fire construction, building life safety systems, or semiconductor facility management.
• Codes, Standards, and Regulations: NFPA 72 (Fire Alarm), NFPA 13 (Sprinklers), NFPA 20 (Fire Pumps), NFPA 25 (Inspection & Testing), NFPA 70 (NEC), and NFPA 101 (Life Safety Code).
• Semiconductor-specific fire code requirements for Group H-5 occupancies.

Required Knowledge and Skills:

• Fire Alarm Systems (FAS), fire suppression systems (wet pipe, pre-action, deluge, clean agent), and smoke detection and smoke control systems.
• Hazardous Gas Monitoring Systems (HGMS), Emergency Shutdown Systems (ESD), mass notification, occupant evacuation and emergency response systems, and emergency power interfaces.
• Toxic, corrosive, pyrophoric, and flammable gas systems, and HPM (Hazardous Production Material) requirements.
• Familiarity with semiconductor facility standards, clean rooms, and critical power.
• Experience in commissioning or a technical consulting field such as facility design, engineering, or construction management; identifies owner's goals, needs, and expectations for building operation and function, and the associated commissioning responsibilities.
• Experience with commissioning software (Hexagon's Smart Completions) and/or digital software.
• Proven leadership and supervisory skills with a focus on mentorship and accountability, ideally leading a team on a Bechtel jobsite.
• Excellent communication and stakeholder engagement skills for coordination with engineering, operations, and client teams, with demonstrated time management and organization skills to meet deadlines and quality objectives.
