Job summary

Cadmus seeks candidates to support homeland security exercises for public and private clients. You will lead design, execution, and evaluation of HSEEP‑compliant exercises, and may support policy analysis and strategic planning.

Travel domestically is likely; this position is for a proposal effort with offers contingent upon award. Cadmus offers comprehensive benefits and a collaborative work environment.

Qualifications

  • Bachelor’s degree in emergency management, homeland security, public policy, or related field.
  • Minimum eight years of relevant experience in exercise planning, emergency management, or homeland security.
  • Demonstrated experience leading design and delivery of HSEEP exercises.
  • Experience producing HSEEP documentation and after-action products.
  • Experience leading teams, assigning work, reviewing deliverables, and mentoring staff.
  • Strong client-engagement, facilitation, research, writing, briefing, and presentation skills.
  • Ability to manage multiple workstreams and deadlines with stakeholders.
  • Attention to detail and quality control on client deliverables.
  • Proficiency with Microsoft Word and PowerPoint; working knowledge of Excel/Outlook/Teams.
  • Ability to travel domestically as required.
  • U.S. Citizen with ability to obtain favorable Public Trust clearance.

Responsibilities

  • Lead the planning, design, conduct, and evaluation of HSEEP‑compliant exercises.
  • Develop objectives, scenarios, planning schedules, and evaluation methods.
  • Coordinate inputs from clients, SMEs, and project staff.
  • Develop and review exercise documentation including manuals and reports.
  • Support tabletop exercises and workshops with government and private sector stakeholders.
  • Direct exercise teams, delegate tasks, and mentor staff.
  • Conduct cybersecurity and emergency management research and analysis.
  • Analyze observations to form findings and improvement actions.
  • Brief clients on design decisions, status, and next steps.
  • Identify risks and maintain schedule alignment with client requirements.
  • Ensure deliverables are accurate and professionally written.
