Job summary

The California Department of Toxic Substances Control (DTSC) in Los Angeles County seeks a dynamic Supervising Hazardous Substances Engineer I to lead the Permitting Division. This permanent, full-time role offers hybrid telework with duties guiding permit reviews, field oversight, and program management to meet safety and regulatory standards.

The position requires experience in environmental regulation, staff supervision, and hazardous waste permitting.

Qualifications

  • Experience in the environmental/regulatory field.
  • Experience managing staff.
  • Experience with permitting and hazardous waste management.

Responsibilities

  • Provide technical direction and training to staff who examine complex hazardous waste storage, treatment, and disposal facility applications, workplans, plans, specifications and technical reports related to permit, closure and post-closure projects.
  • Provide guidance on staff’s review of submitted documents, field work oversight, regulatory decision-making, and communication skills to oversee the permitting of facilities with hazardous waste including contaminated soil and groundwater problems.
  • Monitor staff’s review of documents for compliance with applicable standards and requirements, conducts review of field work consistent with DTSC approved permits, and ensures permitted work meets federal and state laws, regulations and standards.
  • Provide technical direction and training to project managers who provide expert engineering and permitting guidance on hazardous waste sites.
  • Develop and maintain work plans, schedules, commitments, and monitors program activities in conjunction with the Branch Chief, to ensure that program performance goals, performance measures, and schedules are met.
  • Meet regularly with program staff to ensure project commitments are met.
