City of Philadelphia’s Office of Innovation & Technology seeks a Lead GIS Analyst to manage enterprise GIS operations, publish maps, and guide data standards. You will lead a team, work with ArcGIS Online, Python scripts, and PostgreSQL to deliver analytics for city programs and public data releases.
You will support the Deputy GIO in enforcing data standards, administer the city’s PHILmaps ArcGIS Online organization, and mentor staff.

The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer. This position is within the CityGeo team of OIT led by the Chief Geographic Information Officer (GIO). The CityGeo team manages enterprise GIS operations for the city including on-prem and cloud services, large scale technology and data contracts, and governance for geodata sharing and development standards. CityGeo is performing some of the most innovative work in municipal government on data analytics, application development, use of imagery and management of governance and multi-departmental stakeholder collaboration
Position Summary
The CityGeo team manages enterprise GIS operations for the city including on-prem and cloud services, large scale technology and data contracts, and governance for geodata sharing and development standards. CityGeo is performing some of the most innovative work in municipal government on data analytics, application development, use of imagery, and management of governance and multi-departmental stakeholder collaboration.
This Lead GIS Analyst position will join other analysts under supervision of the Deputy Geographic Information Officer (GIO) for Enterprise Projects, and be responsible for the creation, analysis, and maintenance of various spatial databases and applications with the use of the ArcGIS suite of desktop products, ArcGIS Online, and scripting tools. The Lead GIS Analyst will also publish web maps, design workflows, and build geo-processing tools/scripts using Python. The analyst will take on projects to extract, evaluate, and visualize spatial and non-spatial data for business intelligence purposes and program performance measurement by departments. This will include statistical analysis, developing metrics, and producing reports. Some project management is included among the responsibilities of this position.
The candidate will support the Deputy GIO’s efforts to enforce data/mapping standards for the creation, management, and sharing of spatial and non-spatial data for business intelligence, project/program performance tracking, and public data releases. The Lead Analyst will assist with the administration of the City’s main ArcGIS Online organization (PHLmaps) and ensure that internal wiki documentation on its use and that content and elements relating to the creation and management of profiles, groups, and enterprise and open data content are well maintained for the benefit of all city users. The analyst will from time to time take on troubleshooting tasks to assist users in the enterprise with use of online and desktop GIS products.
