Job summary

Bechtel is seeking a Lead Electrical Commissioning and Startup Engineer for the New Albany, Ohio site. You will direct start-up, testing, verification, and troubleshooting of complex electrical systems in a semiconductor manufacturing facility.

Project Overview:

Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. We are partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline. Job Summary:

The Lead Electrical Commissioning and Startup (CSU) Engineer is responsible for the technical direction and oversight during the start-up, testing, verification, and troubleshooting of complex electrical systems including multi-train and redundant medium voltage power distribution systems, meter and relay testing, lighting systems, grounding and bonding systems, switchgear, switchboards, panelboards, MCC's, UPS systems, transfer switches, and process control and monitoring systems related to electrical infrastructure in a semiconductor manufacturing facility. In this role you will plan, schedule, and execute commissioning activities from construction completion through system handover to operations, ensuring work is performed safely and on schedule. The role ensures electrical systems are installed correctly, meet design requirements, adhere to NEC/NFPA standards, operate safely, and are ready for operations. This position works closely with engineering, construction, vendors, subcontractors, and operations teams to verify electrical systems meet all requirements.

Major Responsibilities:
Leadership & Management
  • Lead and manage all electrical commissioning activities within assigned facilities, buildings, or project areas.
  • Develop and implement electrical commissioning strategies aligned with construction, commissioning, and startup milestones.
  • Establish priorities and resource plans to support turnover and startup requirements.
  • Supervise electrical commissioning personnel and provide mentoring, coaching, and technical guidance.
  • Foster a strong safety culture and ensure compliance with all project EHS requirements.
Commissioning Planning
  • Develop Electrical Commissioning Plans and Procedures.
  • Review design documents, specifications, single line drawings, schematics, equipment submittals, and vendor documentation.
  • Development of commissioning schedules and turnover strategies.
  • Participate in Constructability, HAZOP, and Operational Readiness Reviews.
System Verification
  • Confirm equipment installation, calibration, and communication requirements.
  • Verify equipment labels, identification, and assets.
  • Review instrument and control valve data sheets and calibration records.
  • Ensure safety interlocks and mechanical protections are functional.
Commissioning Execution
  • Perform electrical system inspections and verification activities.
  • Verify installation against approved drawings and specifications.
  • Conduct walkdowns and punch-list management.
  • Verify completion status.
  • Coordinate system turnover from construction to commissioning and commissioning to operations.
Documentation and Quality
  • Develop and execute commissioning procedures and check sheets.
  • Complete Electrical Completion Certificates (ECCs).
  • Support the development of System Turnover Packages (STOs).
  • Review subcontractor turnover documentation.
  • Maintain commissioning databases and digital turnover systems.
Vendor and Contractor Coordination
  • Witness factory acceptance tests (FATs) and site acceptance tests (SATs) as required.
  • Coordinate OEM vendor startups.
  • Interface with construction contractors and trade partners.
  • Monitor commissioning progress and resolve technical issues.
  • Participate in daily coordination meetings.
Safety and Compliance
  • Support implementation of LOTO procedures.
  • Participate in Job Hazard Analysis (JHA) reviews.
  • Ensure compliance with project EHS requirements.
  • Promote a zero-incident safety culture.

Education and Experience Requirements:
  • Requires bachelor's degree (or international equivalent) in electrical engineering or related discipline and 10-13 years of relevant experience in mission critical facilities or 14-17 years of relevant work experience in mission critical facilities.
Required Knowledge and Skills:
  • Excellent communication and stakeholder engagement skills for coordination with construction, engineering, operations, and client teams.
  • Experience with Commissioning Software (Smart Completions) and/or Digital Software.
  • Experience in commissioning electrical systems in a mission critical environment.
  • Proven leadership and supervisory skills with a focus on mentorship and accountability.
  • Knowledge of NEC/NFPA standards.
  • Leadership or supervisory experience, ideally leading an electrical team on large-scale mission critical construction projects.
  • Familiarity with semiconductor facility standards and critical power.
  • Demonstrated background working with multidisciplinary teams.
  • Demonstrated time management and organization skills to meet deadlines and quality objectives.
