Job summary

General Dynamics Information Technology, Inc. is seeking a Distribution Systems Lead CEL Engineer to support the BIM contract.

This on-site role is at Joint Base Pearl Harbor Hickam, Hawaii, requiring daily presence in Honolulu and a 7+ month assignment with potential extension. You will evaluate, design, and oversee telecom room installations (MDF/IDF/CELs), manage racks, grounding, cabling, electrical, and adherence to UFC/ TI A/EIA standards, working with multiple teams and base civil

Qualifications

• BA/BS or equivalent with 5+ years of related experience.
• 4–7 years’ experience with telecom rooms, data center buildouts, or ISP infrastructure.
• Experience managing cabling, rack installation, or structured cabling teams.
• Knowledge of grounding/bonding, power specs, equipment standards, and room environmental requirements.
• Secret Security Clearance (preferred on-site DoW telecom environments).

Responsibilities

• Conduct surveys documenting power, cooling, bonding/grounding, pathways, and room readiness.
• Develop layout designs including rack plans, cable management, grounding/bonding, electrical circuits, and equipment placement.
• Manage GDIT, Agency, and Subcontractor labor performing room buildouts, rack installation, cable routing, and grounding.
• Ensure compliance with UFC, TIA/EIA, I3A, and DoW telecommunications room standards.
• Coordinate with base civil engineering for facility upgrades or modifications.
• Support site installation of new fiber, CAT6, WIFI, CEL closet solutions to include but not limited to cabinets, switch node solution, UPS and power solutions.
• Work closely with Network, Fiber Optic, ISP, and OSP teams for integration of infrastructure.
• Participate in design reviews and customer briefings as a SME.

GDIT is seeking Distribution Systems Lead CEL Engineer to support our ongoing BIM contract. This position is on site at Joint Base Pearl Harbor Hickam, Hawaii and will require candidate to reside in the Honolulu area for daily onsite project support. No travel pay is associated with this position.

The DS Lead CEL Engineer evaluates, designs, and oversees installation of equipment in telecommunications rooms (MDF/IDF/CELs), including racks, bonding/grounding, electrical, cooling, cable pathways, and compliance with AF/SF and UFC standards. This role manages GDIT, Agency, and Subcontractor teams performing site surveys, rack builds, grounding, cabling, electrical, and network equipment installations.

Required Experience

• BA/BS or equivalent with 5+ years of experience.
• 4–7 years’ experience with telecommunications rooms, data center buildouts, or ISP infrastructure.
• Experience managing cabling, rack installation, or structured cabling teams.
• Knowledge of grounding/bonding, power specs, equipment standards, and room environmental requirements.
• Experience with AFCENT, AFNET, or equivalent DoW telecom environments (preferred).
• Secret Security Clearance.
• Hiring/Working location will be on site supporting the daily implementation efforts at Joint Base Pearl Harbor Hickam, Hawaii.
• This work will be for 7+ months with potential opportunities for movement onto other initiatives upon completion.

Preferred Experience

• Experience designing or upgrading MDF/IDF spaces.
• Experience reading and producing telecom room drawings.
• BICSI Technician, Installer 2, or RCDD.
• Security+ CE (8570 requirement).
• FOA CFOT (beneficial for fiber termination work).
