Job summary

Bechtel Global Corporation is leading the design, construction, and commissioning of a semiconductor fabrication facility in Clay, NY. The role supervises a team providing rigging and heavy-haul engineering support for a large project.

You will review transport studies, specify equipment, and develop strategies for project management while ensuring qualified personnel and safe crane operations to meet project scopes and schedules.

Qualifications

• Requires bachelor’s degree and 10–17 years of relevant experience.
• Experience in oil, gas, refinery, petrochemical, minerals processing or power generating station construction is preferred.
• Computer literate in word processing, spreadsheets, and database applications.
• Working knowledge of applicable industry codes and standards.
• Excellent communication and problem-solving ability.
• Ability to read and interpret crane operator manuals and load charts.

Responsibilities

• Provides oversight & supervision to subordinates and subcontractors.
• Coordinates with Superintendents and Lead Project Rigging Engineer to validate manpower requirements.
• Reviews weekly work plans to ensure rigging resources with proper qualifications.
• Ensures scheduling concerns are identified and escalated.
• Provides ES&H leadership including safety procedures and meetings.
• Ensures crane and rigging operations comply with Bechtel procedures and regulations.
• Develops and reviews Job Hazard Analyses (JHAs).
• Manages site cranes during operation and safe rigging practices.
• Manages crane operator qualifications, licenses, and medical verifications.
• Ensures personnel are trained, qualified, and aware of safety responsibilities.
• Inspects site for unsafe conditions and takes corrective actions.
• Coordinates safety training with Environmental Safety and Health.
• Reviews subcontractor equipment and personnel mobilization/demobilization.
• Plans manpower and equipment for project execution.
• Monitors craft progress for compliance with specs and schedules.
• Interfaces with Labor/Industrial Relations for recruitment and training.
• Performs employee reviews and identifies training opportunities.
• Reviews craft time records using automated tools.

Project Overview:

Bechtel's Manufacturing and Technology (M&T) Business Unit is designing, building and commissioning a semiconductor fab in Clay, NY. Job Summary:

In this role, you will lead a team to provide rigging/heavy haul engineering support to a large project. You will review and approve transport studies, determine equipment requirements, develop strategies for project management, assign work tasks, and monitor progress. Your team will ensure the project has the rigging resources available with the proper qualifications to support the planned work scopes. #LI-BH1

Major Responsibilities:

• Provides oversight & technical direction to subordinates and subcontractors.


• Coordinates with Superintendents and the Lead Project Rigging Engineer to validate manpower and rigger qualification requirements.


• Reviews weekly scheduled work plans with discipline superintendents to ensure the project has the rigging resources available with the proper qualifications to support the planned work scopes.


• Ensures that scheduling concerns and constraints are identified and elevated to the construction management team.


• Provide ES&H leadership to personnel assigned to their department. This includes preparation and implementation of safety procedures and leading Bechtel and subcontractor safety meetings.


• Ensure that all crane and rigging operations comply with applicable Bechtel procedures, OSHA standards, and federal, state, county, and local regulations, customer and project-specific requirements.


• Engages in development of relevant Job Hazard Analysis (JHAs)


• Manage all site cranes during operation per processes and procedure requirements in regard to safe usage, site relocation, assembly/disassembly of telescopic RT-AT and lattice boom crawler cranes, safe rig up and safe raising-lowering of long boom cranes, proper set up, proper usage and site ground bearing conditions regarding build out of earth and timber crane pads.


• May manage site COE's (crane operator examiners) and crane operator qualification program including crane operator certifications, state licenses and medical certificates verifications.


• Ensures that assigned personnel are properly qualified for their task (e.g., signaling cranes); that they are trained, competent and aware of their responsibilities, and are complying with all applicable standards, requirements, and safe practices.


• Inspect site for unsafe conditions and practices and take appropriate corrective action to correct breaches.


• Coordinate safety training and enforce safe work practices at all times in conjunction with the Environmental Safety and Health.


• Review and approve subcontractor equipment/personnel mobilization and demobilization.


• Plan the manpower and equipment required to execute the job.


• Monitor the activities of craft professionals to ensure compliance with specifications and schedules.


• Interface with Labor/Industrial Relations for craft recruitment and training programs.


• Perform employee reviews and identify training and development opportunities for subordinate cranes & riggingpersonnel.


• Review craft time records using established automated tools.

Education and Experience Requirements:

• Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience

Required Knowledge and Skills:

• Heavy industrial direct hire construction experiencecommensuratewith the type of work to be undertaken.


• Experience in oil, gas, refinery, petrochemical, minerals processing or power generating station construction is preferred.


• Computer literate in word processing, spreadsheets, and database applications.


• Working knowledge of applicable industry codes and standards.


• Excellent communication and problem-solving ability.


• Ability to read and interpret crane manufactures operator's manual and load charts


• Experienced in safe use and inspection of rigging equipment and hardware

Preferred Qualifications:

• Certified rigger/signal person. NCCCO, NCCCER or equivalent


• Certified crane operator, NCCCO, NCCER or equivalent


• Qualified OSHA crane inspector


• Qualified crane A/D Director

Additional Information:

Work includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriatestandard issued Personal Protection Equipment (PPE)requiredfor each assigned task (i.e.harness, life vest, lift buckets, etc.).
