Job summary

Save the Children is seeking a Lead Associate, Global Development Policy to support US foreign assistance policy and congressional relations from our Washington, DC hybrid office. You will analyze policy and advise on funding strategies, building relationships with congressional offices and coalitions to advance priority humanitarian and development goals.

The role reports to the Managing Director, Global Development Policy and requires strong writing, research, and project management skills,

Qualifications

• High School Diploma or equivalent with at least 3 years of relevant experience.
• Experience in a Congressional office, NGO, think-tank, or the Executive Branch focused on congressional relations and/or advocacy.
• Strong understanding of the Congressional appropriations process on Capitol Hill.
• Ability to manage multiple projects with competing priorities and deadlines.
• Ability to work independently with good time management and problem-solving skills.
• MS Office proficiency and strong policy writing and analytical abilities.

Responsibilities

The Role

As a Lead Associate, Global Development Policy, you’ll be integral to our work in helping vulnerable children achieve a brighter future. You will provide policy and technical support for Save the Children’s public policy & advocacy and government relations work related to U.S. foreign assistance budget and appropriations. You will analyze policy and track legislative developments on Capitol Hill, develop and maintain relationships with congressional offices, and contribute to strategy development. You will also support Save the Children’s policy and advocacy work on other priority global development issues, as assigned. This position reports to the Managing Director, Global Development Policy.

What You’ll Be Doing (Essential Duties)

• In coordination with the Managing Director of Global Development Policy, advocate to Congress and administration on funding for priority humanitarian and development assistance funding lines.
• Provide timely analysis of policy and legislative developments related to budget and appropriations process.
• Represent Save the Children’s policy priorities in relevant advocacy coalitions.
• Represent Save the Children’s policy priorities at meetings with Congressional offices and/or Administration officials.
• Develop and manage strategic relations with relevant congressional offices.
• Develop materials for advocacy and/or external engagement including fact sheets, policy statements, outside witness testimony, talking points for senior level staff and grassroots advocates, etc.
• Coordinate with Domestic Policy Team on appropriations advocacy across priority accounts.
• Plan and execute advocacy events as needed.

• Contribute to P&A’s general knowledge of political developments and dynamics.
• Contribute to implementation of the broader congressional relations strategy.
• Contribute to biweekly policy updates.
• Track and communicate relevant hearings, briefings, mark-ups, and other legislative developments for department colleagues.

• Serve as resource on budget and appropriations for other Save the Children departments and divisions, including SCAN, Impact & Evidence and Marketing & Growth.

Perform other duties as necessary (5%)

Required qualifications for the role

• Minimum of a High School Diploma or equivalent, plus at least 3 years of relevant experience
• Successful work experience in a Congressional office, or in an NGO, think-tank, or Executive Branch position focused on congressional relations and/or advocacy
• Strong understanding of the appropriations process on Capitol Hill
• Demonstrated ability to successfully deliver multiple projects and assignments, often with competing priorities and deadlines
• Ability to work independently on assigned tasks with direction, using informed time management and problem-solving
• Professional proficiency in MS Office suite
• Professional proficiency in spoken and written English including policy-oriented writing, research and analytical skills
• This position may require the incumbent to operate a motor vehicle to fulfill certain essential functions of the job. The incumbent should maintain a valid driver’s license and remain in compliance with any Save the Children policies pertaining to the safe operation of motor vehicles.

Preferred qualificationsfor the role

• Experience working in large, complex matrixed organization
• Professional experience specifically focused on federal budget and appropriations
• Professional experience focused on international development issues
• Experience working in coalitions and networks.

Compensation

Save the Children is offering the following salary ranges for this position, dependent on candidate location:

• Geo 1 - NY Metro, DC, and other locations with labor costs significantly above national average: Target Salary for this position is $72,250 - $80,750 base salary
• Geo 2 - Locations around the US National Labor Cost Average: Target Salary for this position is $65,450 - $73,150 base salary
• Geo 3 - Locations significantly below the US National Labor Cost Average: Target Salary for this position is $59,500 - $66,500 base salary

The salary ranges listed above are for US based candidates. For candidates located outside of the US, salary ranges will be based on the salary scales of the local employer of record. Actual base salary may vary based on, but not limited to, relevant experience, base salary of internal peers, business sector, and geographic location (more information on job structure is available here ).
