Job summary

SAIC is seeking a Launch Cost Estimator Analyst to support budget formulation and cost estimating for launch vehicles across DoD and IC programs, with emphasis on accuracy and compliance.

Based in El Segundo, CA, the role involves interfacing with government officers and vendors, performing complex analyses, and supporting Congressional budget materials. Strong analytical and MS Office skills are essential.

Qualifications

  • Bachelor’s degree with 9 years of relevant experience or equivalent.
  • Ability to gather and analyze technical, programmatic, schedule, labor and cost data to support the development of various types of cost estimates.
  • Develop and apply mathematical modeling and other optimization methods for decision support.
  • Identify and quantify cost factors (production time, materials, labor).
  • Excellent verbal and written communication; proficient in MS Office applications (Word, PowerPoint, Excel).
  • U.S. Citizenship is required; TS/SCI with CI poly is required.

Responsibilities

  • Perform diverse cost and economic analyses and assist in development and presentation of management briefings.
  • Interface with government project officers, external USG partners, and vendors.
  • Collaborate in an integrated cost analyst team to support program offices and management briefings.
  • Operate and update government financial tools and custom applications.
  • Develop products to communicate the financial position to stakeholders, including Congressional Committees.
  • Conduct launch cost modeling, life cycle cost analysis, and risk assessment as needed.
  • Assist in preparation of CBJB and IPBS budgets.
  • Maintain auditable annual financial statements and track changes across FYDP.
  • Support launch cost estimation projects and input to specialized cost analyses.
  • Consolidate GEAC reports and other cost-related documents.
  • Travel may be required up to 10%.

SAIC has an opening for a Launch Cost Estimator Analyst who will utilize and enhance their skills in budget formulation and budget excursion cost estimating and analysis by supporting programs related to the development and acquisition of launch vehicles for various legacy and emergent programs of the DOD and Intelligence communities. The support and expertise the selected candidate provides will have direct impact on the objectives of our national defense and security. The position can be in El Segundo, CA.


Responsibilities


  • Perform a wide variety of cost and economic analyses and assist in the development and presentation of management level briefings as needed.

  • Interface with government project officers, external USG partners, and commercial vendors.

  • Working as part of an integrated cost analyst team, perform a wide variety of cost and economic analyses/estimating/engineering support directly interfacing with program offices and assisting the development and presentation of management level briefings as needed.

  • Operate and update government financial tools and custom applications.

  • Develop products to accurately communicate the financial position to various levels of government, up to and including Congressional Committees.

  • Work may include parametric cost estimating, life cycle cost analysis, cost estimating relationships and model development, cost risk analysis, performance measurement (earned value), project forecasting and risk assessment, cost-benefit analysis, and software cost estimating.

  • Provide support in preparation of the Congressional Budget Justification Book (CBJB) and the Intelligence Program Budget Submission (IPBS).

  • Support continued development of auditable annual financial statements.

  • Maintain accurate record of all financial and programmatic changes across execution years and future years’ defense program (FYDP).

  • Perform launch cost modeling, launch related cost requirements database population and maintenance, and launch vehicle “quick reaction” scenario studies.

  • Provide input to specialized independent cost estimating products with a defined scope and product on as‑needed basis.

  • Consolidate the Government Estimate at Completion (GEAC) report.

  • Some domestic travel may be required.


Qualifications


  • Bachelor’s degree with 9 years of relevant experience. In lieu of 4-year degree, additional years of experience many be considered Must have the ability to gather and analyze technical, programmatic, schedule, labor and cost data to support the development of various types of cost estimates.

  • Must have the ability to perform detailed and complex calculations, formulate and apply mathematical modeling and other optimizing methods to develop and interpret information that assists management with decision making, policy formulation and other managerial functions.

  • Must be able to identify and quantify cost factors, such as production time, materials and labor expenses.

  • Excellent verbal communication, written, and quantitative analytical skills are required.

  • Proficient in the use of M/S office applications, i.e., Word, PowerPoint, and Excel.

  • Must be able to work independently and in a team environment.

  • U.S. Citizenship is required.

  • TS/SCI with CI poly is required.


Travel Requirements


  • Yes, up to 10% of the time.


Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
