  • Conducts landscape and irrigation inspections across county properties and coordinates vendor scheduling, site access, applications and services
  • Oversees irrigation scheduling, repairs, compliance, and recordkeeping
  • Supports landscape and irrigation design for new facilities, ensuring proper plant selection, system compatibility, and construction monitoring
  • Oversees tree care programs, pest/disease management, and treatment decisions for county landscapes and facilities
  • Supervises landscape projects and staff
  • Manages Courthouse grounds operations

FUNDING FOR THIS POSITION WILL BE EFFECTIVE OCTOBER 1, 2026

Reporting directly to a Division Director of Facilities Management, responsible for managing solicitations and cooperative contracts for the landscape management of all county properties.

EXAMPLES OF WORK PERFORMED
  • Manages all landscape-related contracts, including development, negotiation, renewals, compliance oversight, vendor performance, and budgeting
  • Coordinates procurement activities, meetings, evaluations, and collaborates with leadership, auditors, and legal/procurement staff

PHYSICAL DEMANDS
  • Position involves prolonged sitting at a workstation, visual examination of documents, reaching, walking, twisting, bending, standing and occasional lifting/carrying
  • Requires bending, kneeling, crawling and maneuvering in and around all kinds of equipment
ENVIRONMENTAL FACTORS
  • Works in all kinds of indoor and outdoor environments, including inclement weather
  • Regular travel between work sites as required
  • Exposure to dust, chemicals, fumes, bacteria, fungus and high noise levels must be expected
IRREGULAR HOURS
  • Work outside of the normal office hours (Monday-Friday 7 a.m. to 4 p.m.) may be required
  • May be deemed essential personnel in the event of an emergency
  • Regular attendance is required

MINIMUM QUALIFICATIONS
  • A Bachelor’s degree in Horticulture, Landscape Management, Forestry, Park & Recreation, Botany, Agronomy or related field and five (5) years of contract development, contract administration, or contract management experience; OR an equivalent combination of education and experience
  • Knowledge of business administration and accounting principles and practices
LICENSES AND CERTIFICATIONS
Required within thirty (30) days of employment
  • Valid driver’s license
Required within one (1) year of employment
PREFERRED QUALIFICATIONS
  • Texas Irrigators License
  • ISA certified arborist certification
  • Working knowledge of plant material, insects, diseases, weed identification and irrigation systems preferred
