Job summary

NYC Health + Hospitals Harlem Hospital Center seeks a senior leader to oversee Laboratory Services, providing on-site operational leadership across Chemistry, Hematology, Microbiology, Pathology, and Blood Bank to ensure safe, reliable patient care.

Qualifications

  • Licensed by NYSED as a clinical laboratory technologist, cytotechnologist, or histotechnologist.
  • Experience supervising laboratory operations in a hospital or health care setting.
  • Completion of Supervisor Development Program within 3 months of appointment.

Responsibilities

  • Oversee all technical and service activities of the laboratory.
  • Collaborate with the Administrator to set department objectives and financial goals.
  • Interacts with regulatory bodies to ensure compliance with inspections.
  • Develop uniform internal policies and testing methodologies; evaluate workflows and staffing.
  • Directs interface between hospital information systems and laboratory instrumentation.
  • Establish staffing allocations and work schedules across lab disciplines.
  • Work with Quality Manager on ongoing quality and performance-improvement initiatives.

Harlem Hospital Center has been a bedrock of the Harlem community since 1887. The hospital provides a wide range of medical, surgical, diagnostic, therapeutic and family support services to the residents of Central Harlem, West Harlem, Washington Heights and Inwood. Harlem is the largest hospital in the area, capable of treating the most seriously ill. Harlem provides over 90 specialized ambulatory care services, dentistry and oral surgery, behavioral health services, and community substance abuse treatment.

Duties & Responsibilities
Purpose of Position

This class of positions encompasses the scopes of practice of clinical laboratory technologists and, where appropriate, cytotechnologists and histotechnologists, in accordance with Article 165 of the New York State Education Law and Title 10 of the New York State Public Health Law. Additionally, performs clinical laboratory work that varies in degree of difficulty and/or supervises a major program initiative or activity. All personnel perform related work, as appropriate to area(s) of assignment and licensure.

Under the direct supervision of the Administrator of Laboratory Services, provides on-site operational oversight of laboratories by exercising oversight of primary scientific and technical responsibility across laboratory services ensuring the delivery of patient-centered, cost-effective, quality care, and a culture of safety across the continuum of care. Assumes the responsibilities of Administrator of Laboratory Services in their absence.

Examples Of Typical Tasks
  • Provides oversight for departmental activities and manages and directly supervises all technical and service activities of the laboratory.
  • Collaborates with Administrator of Laboratory Services to advance the Laboratory’s programs and initiatives and set the department’s objectives and operational and financial performance goals.
  • Interacts with regulatory bodies and ensures compliance with inspection outcomes.
  • Develops uniform internal policies, procedures, and standardized testing methodologies by evaluating workflow, new instrumentation and staffing to make recommendations and changes regarding processes.
  • Directs and coordinates interface between new and existing hospital information systems and laboratory instrumentation.
  • Establishes staffing allocations, assignments and work schedules within laboratory disciplines (e.g., Chemistry, Hematology, Microbiology, Pathology, Accessioning, Phlebotomy, Blood Bank, and Serology).
  • Collaborates with the Quality Manager of Laboratory Services and/or Administrator of Laboratory Services regarding ongoing quality, compliance, performance improvements initiatives to ensure delivery of quality, patient-centered care and results.
Minimum Qualifications

For Appointment to Level II

  • Valid license as a clinical laboratory technologist, cytotechnologist, or histotechnologist issued by the NYSED.
For Appointment to Level VI (Acute Care Only)
  • In addition to meeting the qualification requirement of Assignment Level II candidates must also meet one of the qualification requirements of a laboratory supervisor, as outlined in Title 10, Section 58-1.4 of the New York Public Health Law; and
  • Two (2) years of experience overseeing laboratory or blood bank operations, creating and establishing laboratory or blood bank programs and reviewing and interpreting safety data, in a hospital or health care setting; and
  • Successful completion of NYC Health + Hospitals' Supervisor Development Program within three (3) months of appointment or promotion.
Special Notes

Qualifying experience is not limited to New York State.

Candidates that are solely licensed or issued permits to practice as cytotechnologists or histotechnologists may only be assigned work, including supervising personnel performing laboratory work, in a laboratory discipline/specialty appropriate to their license or permit. Candidates that are licensed or hold permits to practice as clinical laboratory technologists may be assigned work, including supervising personnel performing laboratory work, in all laboratory disciplines/specialties.
