Job description

Purpose of Position

This class of positions encompasses the scopes of practice of clinical laboratory technologists and, where appropriate, cytotechnologists and histotechnologists in accordance with applicable New York State laws. The role performs clinical laboratory work and may supervise major program initiatives or activities, performing tests and complex procedures in laboratory specialties and subspecialties.

Assignment Level I

• Performs routine clinical laboratory tests and procedures for diagnosis and treatment on specimens; enters raw data and records results electronically or in record books.
• Operates and maintains laboratory equipment and performs quality control procedures.
• Participates in internal and external quality control and proficiency testing programs as required.
• Prepares packages, labels, standardizes laboratory media, reagents, and controls to ensure adequate laboratory supplies.
• Prepares reports, makes entries on charts, and maintains data records on a daily, weekly or monthly basis.
• May oversee, monitor, or review the work of subordinate personnel, as required.

Assignment Level II

• Assists with complex analyses on laboratory specimens and records results.
• Performs laboratory tests related to water pollution control and various species analyses.
• Participates in non-routine testing for research programs, makes minor modifications, and records detailed data.
• Maintains internal and external quality control and proficiency testing programs.
• Maintains laboratory records and prepares reports.
• Assists in on‑job or classroom training of subordinates, new personnel, and other persons.
• May supervise subordinate employees and review their work performance, taking corrective action when needed.
• Orders and maintains adequate amounts of media, reagents, and supplies.

Assignment Level III

• Maintains a comprehensive program of quality control and participates in quality assurance.
• Advises staff on appropriate methods and techniques.
• Oversees ordering and maintenance of laboratory supplies and equipment, and prepares and standardizes laboratory media and reagents.
• Prepares labels, packages, and standardizes media, reagents, controls, and specimens for analysis.
• Prepares work orders for laboratory repairs.
• Assists in developing and revising laboratory policies and procedures.
• Conducts tests and complex analyses.
• Designs and maintains charts, logs, and other records.
• Provides expert witness testimony in court or other proceedings.
• Prepares correspondence, narrative, and statistical reports.
• Supervises preparation, administration, and rating of laboratory proficiency test programs.

Additional Duties

• Plans and conducts training sessions for laboratory personnel in various techniques, providing counseling on complex problems.
• Oversees a quality control program and reviews subordinates’ participation.
• Prepares or oversees proficiency testing of clinical and other laboratories, submits written critiques of results.
• Visits laboratories to ensure compliance with regulations and initiates corrective action plans.
• Answers inquiries regarding areas of specialty and provides expert testimony when required.
• Assists in preparing annual budget requests.
• Interviews applicants and liaises between laboratory staff and administrative authorities.

Minimum Qualifications

• Valid license as a clinical laboratory technologist, cytotechnologist, or histotechnologist issued by NYSED.

Special Notes

Qualifying experience is not limited to New York State. Candidates licensed or issued permits as cytotechnologists or histotechnologists may only be assigned work, including supervising personnel, in a laboratory discipline appropriate to their license or permit. Candidates licensed as clinical laboratory technologists may be assigned work, including supervising personnel, in all laboratory disciplines and specialties.
