Job summary

The City of Midland, Texas, seeks a laboratory professional to support the Utilities Department's water and wastewater testing program. You will perform bacteriological, chemical, physical and instrumental analyses of samples and ensure regulatory compliance.

Responsibilities include maintaining equipment and records, preparing reagents, and reporting to state and federal agencies. A B.S. in Chemistry/Biology and Texas Class D license within a year are required.

Qualifications

  • Bachelor of Science degree in Chemistry, Biology or related field preferred.
  • Must obtain Class D water operator license in the State of Texas within 1 year of hire and maintain it.

  • Operate daily laboratory functions in support of Utilities Department.
  • Conduct bacteriological, chemical, physical and instrumental analysis of water and wastewater samples.
  • Maintain equipment and extensive records of chemicals, supplies, and instrumentation.
  • Collect, analyze, and interpret results of environmental samples.
  • Prepare reagents and standardize reagents to ensure quality.
  • Maintain clean, organized work area and handle potential hazards safely.
  • Prepare monthly reports for Water Regulator Agencies and Utilities.

Job description

Scope of Work The employee is responsible for performing, monitoring, and intrepreting the results of tests necessary for the operation and regulatory compliance of the water and wastewater operations of the City of Midland. They are also responsible for the interpretation and implementation of regulations promulgated by State and Federal authorities. Assists in the development of the budget for laboratory operations and makes recommendations for purchases and capital items during the annual budget process. Monitors expenditures during the year.

Essential Job Duties
  • Responsible for the daily operation of laboratories in support of the Utilities Department. Conduct bacteriological, chemical, physical and instrumental analysis of water and wastewater samples submitted to the laboratory.
  • Maintains equipment and supplies for the laboratory as well as for the City\'s facilities. This includes accurately maintaining extensive records tracking all chemicals, supplies, and equipment used for daily operations.
  • Collects, analyzes, and interprets results of environmental, water and wastewater samples.
  • Prepares reagents for use at the laboratory and performs standardization of reagents to ensure quality.
  • Must maintain work area, supplies, and equipment in an orderly, safe, and clean manner.
  • Maintains accurate and extensive analytical data records of data for future use.
  • Investigates and reports on complaints and all other problems delegated by the Director of Utilities.
  • Make monthly reports or as required to the Water Regulator Agencies and Utilities.
  • Keeps abreast of professional developments in the field.
  • Keeps apprised of State/Federal regulations and makes recommendations on their impacts to the City.
  • Performs related duties as required. Available for on-call obligations and work on weekends as needed.

Physical and Environmental Conditions

Ability to sit, stand and transport self from building to building. Must have a valid Texas driver\'s license. Employee will work in seasonal temperatures bending, lifting, kneeling, twisting and climbing in order to collect samples and make inspections. Employee can work with potential mechanical, chemical and electrical hazards while collecting and analyzing samples. Employee may be exposed to communicable diseases while handling samples. Must be able to lift in excess to 20 lbs. and climb stairs. Must be able to climb 20 ft ladders and work effectively at that height.

Required Qualifications

Employee has contact with general public, other employees, and other organizations. Skill in observing, reading and interpreting written materials. Must have skill in writing to record results of analysis. Employee generates memos and reports of work performed. Ability to perform chemical analysis. Must have thorough knowledge of chemistry and good knowledge of water and wastewater treatment. Must possess knowledge of computer software and applications. Working in experience lab preferred.

Bachelor of Science degree in Chemistry, Biology or related field is preferred. Must be able to obtain Class D water operator license in the State of Texas within a year after hired and be able to maintain the license while employed.
