Job summary

Washington State Department of Labor & Industries seeks a Journey-Level IT Application Developer to join the A&D M team. You will write code for business applications, adhere to quality and security standards, and contribute in an Agile/Scrum environment delivering to production.

Qualifications

  • Eight years of professional experience with development using Visual Studio, C#, ASP.NET, HTML, CSS, JavaScript, MVC, WPF, ADO, WCF, JSON.
  • Writing and accessing database code using T-SQL, stored procedures, and Entity Framework.
  • Performing unit testing and applying development standards in a managed environment.
  • Bachelor’s degree or higher in Computer Science or related field.
  • Four years of recent experience with the listed tools and languages.
  • Six years of experience with development standards and SDLC practices.

Responsibilities

The Department of Labor & Industries (L&I) is looking for a Journey-Level IT Application Developer to join our Applications & Data Management (A&DM) team within the Maintenance & Operations (M&O) program.

The Applications & Data Management (A&DM) program is comprised of six development teams organized into multiple Agile teams that deliver advanced web capabilities to citizens and businesses within Washington State.

In this role, you’ll be a trusted individual contributor for writing computer code for business applications and databases within your assigned area of responsibility and will be accountable for meeting quality and security standards in your completed work assignments and peer reviews. You will contribute to the team’s success by using an Agile/Scrum development framework and Azure Dev Ops to deliver quality applications to the production environment. This position reports to the supervisor of the OHMS/Power Platform development teams supports multiple systems including the OHMS and Power Platform suite of systems, in support of the IT Division of Labor and Industries. In addition, depending on the workload of the team the incumbent in this role can be assigned to support other systems. The output of this position supports the overall goals of the agency and directly supports the agency’s critical business functions and have a direct impact to the public’s Safety and Health

Duties
Some Of What You’ll Do
  • Application Development, including:
    • Develop and maintain software applications, application interfaces and web services.
    • Understand business requirements and how they translate to application features.
    • Serve as a technical advisor who is responsible for assisting management in coordinating work items for several applications.
    • Develop, maintain and enhance applications.
    • Develop prototypes that enable business functionality.
    • Lead staff or work independently to analyze, troubleshoot, and resolve technology issues relating to applications, environment, platform, software, or hardware.
    • Participating on Incident Response and Problem Management teams to identify solutions to issues
  • Application Development-Process and Documentation, including:
    • Use the software development lifecycle (SDLC) process to plan, analyze, design, develop, and test applications and application interfaces.
    • Ensure the delivery of technology solutions by using technology standards and procedures that are aligned with the technology direction of L&I.
    • Document technical specifications, network diagrams, application functionality, deployment plans, and software release notes to fully support applications.
  • Application Development Research, including:
    • Research complex technical issues related to application development, database structure, application platform, configuration, application performance, security and data integrity.
    • Stay abreast of technical trends and issues as technology evolves.
    • Research emergent technologies and makes determination for use and implementation.

OR

  • A bachelor’s degree or higher related to Computer Science, Computer Programming, or a closely aligned field

AND

  • Four (4) years of recent professional experience:
    • Developing and enhancing applications using languages and tools such as Visual Studio, C#, VB.Net, ASP.Net, HTML, CSS, JavaScript XML, JQuery, MWM or MVC, WPF, ADO, WCF, JSON
    • Writing and accessing database code using T-SQL, stored procedures, and Entity Framework
    • Performing unit testingApplying development standards in a managed environment

OR

  • An associate’s degree related to Computer Science, Computer Programming, or a closely aligned field

AND

  • Six (6) years of recent professional experience:
    • Developing and enhancing applications using languages and tools such as Visual Studio, C#, VB.Net, ASP.Net, HTML, CSS, JavaScript XML, JQuery, MWM or MVC, WPF, ADO, WCF, JSON
    • Writing and accessing database code using T-SQL, stored procedures, and Entity Framework
    • Performing unit testing
    • Applying development standards in a managed environment
