Qualifications

Responsibilities

Position Purpose

Leads, manages, plans, and coordinates document management, information governance, workflow administration, and project knowledge-sharing activities for Military Construction (MILCON) projects to ensure project goals and objectives are accomplished within prescribed schedules, funding parameters, and contractual requirements. Serves as the primary administrator for Project Management Information Systems (PMIS), including platforms such as Kahua, ensuring project information, records, workflows, and documentation are properly managed, maintained, controlled, and accessible throughout the project lifecycle.

Essential Duties and Responsibilities
  • Administer and maintain Project Management Information Systems (PMIS), including Kahua and other project collaboration platforms.
  • Develop, implement, and manage project document control procedures, workflows, and records management processes.
  • Establish and maintain project filing structures, document repositories, naming conventions, and records retention requirements.
  • Coordinate the receipt, review, distribution, tracking, storage, and archival of project documentation.
  • Manage workflow processes for submittals, Requests for Information (RFIs), meeting minutes, correspondence, change requests, and project approvals.
  • Monitor and track document status, review cycles, action items, and approval processes to ensure timely completion.
  • Ensure project documentation complies with contractual requirements, agency standards, and organizational policies.
  • Develop and maintain project dashboards, reports, metrics, and performance indicators within PMIS platforms.
  • Provide system administration support, user account management, permissions management, and access control.
  • Coordinate information sharing among project managers, construction teams, government personnel, designers, contractors, and stakeholders.
  • Perform quality reviews of project records to ensure completeness, accuracy, and consistency.
  • Support configuration management, project controls, and project closeout documentation activities.
  • Facilitate knowledge capture and lessons learned processes throughout project execution.
  • Maintain audit-ready documentation in support of project reviews, inspections, and compliance assessments.
Additional Duties and Responsibilities
  • Develop and deliver PMIS user training, onboarding materials, and system operating procedures.
  • Assist project leadership with process improvement initiatives and workflow optimization efforts.
  • Support project startup activities, including PMIS configuration and document control implementation.
  • Participate in project meetings and provide documentation, action item tracking, and reporting support.
  • Assist in preparing executive reports, presentations, and management briefings.
  • Support coordination of records turnover and project closeout deliverables.
  • Assist with proposal development and project mobilization efforts as required.
  • Conduct periodic audits of project records and workflow compliance.
  • Perform other duties as assigned.
Minimum Qualifications

Education

  • Bachelor's degree in Business Administration, Information Management, Construction Management, Project Management, Engineering, Library Science, Records Management, Information Systems, or a related field.
  • Equivalent combination of education and relevant experience may be considered in lieu of degree requirements.
Experience
  • Minimum of 5 years of experience in document control, records management, project controls, knowledge management, or PMIS administration.
  • Minimum of 3 years supporting Federal, Department of Defense (DoD), United States Army Corps of Engineers (USACE), Naval Facilities Engineering Systems Command (NAVFAC), or MILCON projects.
  • Experience administering Project Management Information Systems (PMIS), including Kahua or similar platforms.
  • Experience managing project documentation, workflows, and electronic records for complex construction or infrastructure projects.
  • Experience supporting multidisciplinary project teams in a collaborative project environment.
Skills and Abilities
  • Strong knowledge of document control, records management, and information governance principles.
  • Experience administering and configuring PMIS platforms such as Kahua, Procore, e-Builder, SharePoint, or similar systems.
  • Knowledge of MILCON project delivery processes and construction documentation requirements.
  • Ability to design, implement, and improve workflow processes and business procedures.
  • Strong organizational and time management skills with exceptional attention to detail.
  • Ability to manage large volumes of technical and administrative documentation.
  • Strong analytical and problem-solving skills.
  • Excellent written, verbal, and interpersonal communication skills.
  • Ability to prepare reports, dashboards, metrics, and executive-level summaries.
  • Proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, and Teams.
  • Knowledge of document retention requirements, quality assurance processes, and audit support procedures.
  • Ability to prioritize tasks and manage multiple assignments in a fast-paced project environment.
  • Ability to work effectively with project managers, engineers, contractors, government personnel, and executive leadership.
Special Requirements
  • Ability to work on-site at MILCON project locations as required.
  • Ability to travel periodically to project sites, client meetings, and training events.
  • Possession of a valid driver's license.
  • Ability to obtain and maintain a government security clearance if required by contract.
  • Ability to maintain confidentiality and protect sensitive project information.
  • Occasional extended work hours may be required to support project deadlines and milestones.
Preferred Qualifications
  • Project Management Professional (PMP) certification.
  • Information Governance Professional (IGP).
  • Kahua Administrator Certification or equivalent PMIS certification.
  • Experience supporting USACE, NAVFAC, AFCEC, GSA, or other Federal construction programs.
  • Experience with SharePoint administration and workflow development.
  • Experience supporting ISO 9001 Quality Management Systems.
  • Familiarity with configuration management and project controls processes.
Physical Demands

Sedentary Work

The employee primarily performs work in an office environment requiring prolonged periods of sitting, computer use, data entry, document review, and communication with project stakeholders. Occasional visits to active construction sites may be required to support project coordination efforts. The employee may occasionally lift and carry items weighing up to 15 pounds, such as files, records, or computer equipment. Visual acuity sufficient to review detailed electronic documents, reports, and project records is required.
