Job summary

Optima Medical Management Group seeks a Justice-Involved (JI) Supervisor to lead a team of Lead Care Managers under CalAIM ECM in California. You’ll drive trauma-informed, person-centered care with cross-sector collaboration and rigorous QA.

Responsibilities include supervising staff, managing workloads, onboarding, and partner engagement, while aligning with DHCS and program standards to improve outcomes for justice-involved individuals.

Qualifications

  • Bachelor’s degree required; Master’s degree preferred.
  • Minimum of three years of supervisory or team lead experience.
  • Experience with justice-involved individuals and re-entry systems preferred.
  • Familiarity with CalAIM, ECM, and Medi-Cal requirements is highly preferred.

Responsibilities

  • Provide direct supervision, coaching, and performance evaluations for Lead Case Managers.
  • Monitor caseload distribution, productivity metrics, and documentation timeliness.
  • Act as escalation point for complex cases, crisis intervention, and multi-system navigation.
  • Assist in onboarding, professional development, and core competency training.
  • Participate in recruitment, interviewing, hiring, and onboarding of new staff.
  • Ensure adherence to CalAIM and DHCS standards via audits and reviews.
  • Develop partnerships with correctional facilities, housing, and community orgs.

Job Summary:

The Justice-Involved (JI) Supervisor provides direct leadership, mentorship, and assists with operational oversight to a team of JI Lead Care Managers (LCM) supporting justice-involved individuals under the California Advancing and Innovating Medi-Cal (CalAIM) Enhanced Care Management (ECM) program. This role ensures the delivery of high-quality, trauma-informed, and person-centered care through proactive team development, rigorous quality assurance, compliance monitoring, and robust cross-sector community partnerships.

Supervisory Responsibilities:
  • Provide direct supervision, coaching, and performance evaluations for Lead Case Managers; conduct regular 1-on-1 supervision and team meetings.
  • Monitor team caseload distribution, productivity metrics, and documentation timeliness to maintain equitable workloads and service standards.
  • Serve as an escalation point to provide guidance on complex cases, crisis intervention, safety planning, and multi-system navigation.
  • Assist in designing and implementing tailored onboarding, ongoing professional development, and core competency training for JI LCM staff with the support of the JI Program Manager.
  • Participate in assisting with recruitment, interviewing, hiring, and onboarding of new JI department staff.
Duties/Responsibilities:
  • Ensure full adherence to CalAIM, Department of Health Care Services (DHCS), and internal organizational standards through routine chart audits and quality review processes.
  • Build and maintain collaborative working relationships with correctional facilities, probation/parole, behavioral health providers, housing agencies, and community-based organizations.
  • Carry a caseload of members to assist with the needs of the department.
  • Identify the training needs of staff and communicate with the Site Manager to ensure proper training is provided.
  • Attend health plan training, webinars, internal meetings, continuing education.
  • Assists in utilizing performance data and quality metrics to guide team workflows, resource allocation, and program improvement in collaboration with the JI Program Manager.
  • Assist with onboarding new hires in coordination with the JI Program Manager.
  • Aide in the completion of reports requested by the JI Program Manager.
  • Performs other duties as assigned.
Education and Experience:
  • Bachelor’s degree in Social Work, Psychology, Public Health, Human Services, or a related field required; Master’s degree (MSW, MFT, or equivalent) preferred.
  • Minimum of three years of supervisory or team lead experience within social services, healthcare, or community programs.
  • Previous lived experience preferred.
  • Demonstrated experience working with justice-involved individuals, re-entry systems, and regional safety-net resources.
  • Strong familiarity with CalAIM, Enhanced Care Management (ECM), Community Supports, and Medi-Cal managed care requirements strongly preferred.
  • A valid Driver's License, reliable daily vehicle and active CA auto insurance are required.
Required Skills/Abilities:
  • Proactively identifies operational bottlenecks and implements effective, scalable solutions.
  • Excellent verbal and written communication clearly across diverse multidisciplinary teams and navigates challenging conversations constructively.
  • Establishes trust and operational alignment with external criminal justice and health partners.
  • Proficient in Microsoft Office Suite or related software.
  • Excellent organizational skills and attention to detail.
  • Ability to work independently.
Physical Requirements:
  • Travel as needed throughout the county including to: correctional facilities, community-based events, etc. Mileage will be reimbursed at the standard IRS rate.
  • Prolonged periods sitting at a desk and working on a computer.
  • Must be able to lift up to 10 pounds at times.

Pay range: $30 USD - $34.50 USD
