We are seeking a Junior Transportation Civil Engineer – Trails & Roads professional to support disaster recovery and infrastructure rehabilitation efforts within the National Forests in North Carolina following Hurricane Helene.

You Will
  • Conduct detailed site assessments as directed by engineering program including the development of potential courses of action.
  • Perform survey or assist with survey of projects directed by COR.
  • Perform or direct surveys to establish baseline data necessary to initiate transportation construction and repair projects.
  • Perform field surveys and investigations to determine existing conditions and recommend courses of action.
  • Develop contract documents for project work as directed by engineering program.
  • Prepare written statements of work, project specifications, and estimates of contract cost for projects as directed by the COR. Includes all aspects of small contract preparation, including planning, fieldwork, scoping, and contract document preparation.
  • Develop contract drawings from reference files provided using AutoCAD Civil 3D.
  • Review contract documents prepared by others to identify discrepancies, opportunities for value engineering, and other errors or deficiencies.
  • Have a working knowledge of relevant construction standards, construction methods and best practices, quality assurance methods, material sampling and testing, and experience in forest transportation system maintenance and construction.
  • Support COR in contracting submission operations to the latest standard through file preparation and tracking files after submission of administrative approvals.
  • Inspect transportation and bridge construction contracts for conformance with plans, specifications, regulations, standards, codes, and schedules.
  • Document construction contract progress with photos and written descriptions of work in sufficient detail to assure compliance by the construction contractor with the provisions of the contract.
  • Promptly inform COR of deficiencies and recommend corrective courses of action using government templates for construction inspection documentation.
  • Inspect safety and quality assurance/quality control aspects of jobs in progress.
  • May perform or oversee and evaluate routine field testing of construction materials.
  • Assist COR with preparation of RFI responses by performing product research and applying knowledge of construction methods and best practices.
  • Evaluate and verify progress payment requests for COR approval.
  • Update project tracking information based on the latest data.
  • Update digital asset database with the most current project asset changes.
Location of Work

Two of the three contractors will be assigned a duty station at the Pisgah Ranger District Administrative Site in Pisgah Forest, NC. The third position will be assigned a duty station of the Nantahala Ranger Station in Franklin, NC. The positions may also be partially remote within commuting distance to the duty station, with travel to project sites as required for scoping, survey and inspection.

What Qualifications Do You Look For?
  • Authorization to work in the U.S. permanently, without sponsorship.
  • Bachelor’s degree in civil engineering or a related field.
  • At least 1 year of technical work experience administering or inspecting construction contracts of various types, including site/civil construction, road construction, and road bridge construction.
  • Knowledge of field engineering, inspection practices, design criteria for construction projects and methods for correcting violations or deficiencies.
  • A general understanding of construction methods, materials, equipment, quality assurance methods, and material sampling and testing.
  • At least 1 year of experience scoping, planning, designing, preparing cost estimates and writing special project specifications for projects related to road maintenance and reconstruction, culvert and stream crossing installation according to clear and specified objectives.
Special Note

Contractor will be expected to travel to project locations for contract inspections as well as pre‑design scoping activities and surveys. The contractor will be responsible for providing their own means of transportation. However, mileage will be reimbursed at the GSA Government Rate.
