Job description

Junior Logistician – Maintenance Development & RCM

We are seeking a Junior Logistician specializing in maintenance development, Reliability-Centered Maintenance, Maintenance Procedure Cards, and technical logistics support to support the U.S. Coast Guard Surface Forces Logistics Center, Small Boat Product Line.

The selected candidate will work closely with Coast Guard engineering, logistics, supply, maintenance, and product-line personnel to develop, review, validate, and maintain technical maintenance products supporting Coast Guard small boat assets.

This position is particularly well suited for candidates with experience supporting U.S. Coast Guard, U.S. Navy, maritime, shipboard, depot maintenance, small boat, or Hull, Mechanical and Electrical systems.

Primary Responsibilities

Maintenance Procedure Card Development

  • Develop and modify Maintenance Procedure Cards, or MPCs, supporting scheduled, unscheduled, corrective, and alteration maintenance activities.
  • Review existing MPCs for technical accuracy, completeness, usability, formatting, and compliance with applicable Coast Guard maintenance requirements.
  • Provide quality assurance reviews and recommended edits before Government approval.
  • Conduct or support physical validation of MPCs aboard applicable platforms or equipment when directed.
  • Incorporate technical comments, engineering changes, maintenance feedback, and Government direction into revised MPCs.
  • Maintain MPC and associated configuration information using applicable Coast Guard technical systems and repositories.

Reliability-Centered Maintenance Support

  • Apply Reliability-Centered Maintenance principles to maintenance development and assessment activities.
  • Review preventive and corrective maintenance practices for installed equipment.
  • Evaluate maintenance requirements and recommend changes intended to improve equipment reliability, maintainability, and operational availability.
  • Support maintenance-development activities for Hull, Mechanical and Electrical equipment and systems.
  • Assist Government personnel in evaluating existing maintenance requirements against actual equipment performance and operating conditions.
  • Maintain required RCM and maintenance-development qualifications throughout contract performance.

Time Compliant Technical Order Support

  • Support development, processing, tracking, and monitoring of Time Compliant Technical Orders.
  • Assist TCTOs through concept, validation, development, and deployment phases.
  • Gather supporting engineering, logistics, configuration, supply, and maintenance information required for TCTO development.
  • Coordinate with Asset Logistics Managers and other Government stakeholders when developing TCTO deployment plans.
  • Incorporate review comments and changes into TCTO documentation and prepare products for Government review and approval.

Technical Maintenance Analysis

  • Perform technical review of Coast Guard maintenance standards.
  • Analyze preventive and corrective maintenance practices for installed systems and equipment.
  • Research maintenance history, equipment configuration, parts information, technical documentation, and logistics information.
  • Identify opportunities to improve maintenance reliability or reduce unnecessary maintenance burden.
  • Assist in translating engineering requirements into executable maintenance procedures.

Coast Guard Logistics Systems

Use or develop proficiency with Government logistics and technical systems that may include:

  • Fleet Logistics System, or FLS
  • Naval and Electronics Supply Support System, or NESSS
  • Coast Guard Logistics Information Management System – Surface Technical Information Portal, or CGLIMS-STIP
  • SFLC IDE/SharePoint
  • Interactive Electronic Technical Manuals
  • Cognos
  • SFLC Projects software
  • Aviation Logistics Management Information System, or ALMIS
  • Asset Computerized Maintenance System, or ACMS

Required Qualifications

Candidates should have a combination of the following education, training, and experience sufficient to perform Coast Guard logistics and maintenance-development activities:

  • Experience performing logistics, maintenance, engineering-support, technical-data, or configuration-management functions.
  • Demonstrated working knowledge of Hull, Mechanical and Electrical systems.
  • Experience developing, reviewing, modifying, or validating maintenance procedures.
  • Experience working with technical manuals, engineering documentation, maintenance standards, or equipment configuration data.
  • Ability to interpret technical information and convert it into clear, executable maintenance instructions.
  • Strong technical writing skills.
  • Proficiency with Microsoft Word and PowerPoint.
  • Ability to work independently in a Government engineering and logistics environment.
  • Strong communication and coordination skills.
  • Ability to successfully complete required financial/criminal background checks and a National Agency Check and Inquiries, or higher investigation.
  • Ability to obtain and maintain a Government clearance.
  • Bachelor's degree or high school diploma with four or more years of relevant experience.

Highly Preferred Qualifications

The following qualifications will significantly strengthen a candidate:

  • Previous U.S. Coast Guard experience.
  • Small Boat Product Line experience.
  • At least one year of experience using FLS, NESSS, and CGLIMS-STIP.
  • Completion of a Coast Guard MPC development course.
  • Reliability-Centered Maintenance certification.
  • Maintenance Development certification.
  • U.S. Navy maintenance-development experience.
  • Maritime, shipboard, small boat, depot maintenance, or vessel lifecycle-support experience.
  • Experience with Coast Guard HM&E systems.
  • Experience working with ACMS configuration information.

Certification Requirement

Personnel selected for the Coast Guard effort must be or become:

  • Reliability-Centered Maintenance Level II certified, and
  • Maintenance Development Certified

Work Arrangement

  • Primarily on-site at U.S. Coast Guard SFLC/SBPL, 300 East Main Street Towers, Norfolk, VA

Schedule

  • Monday through Friday, approximately 8 hours per day

Security Requirement

  • Unclassified position; ability to successfully complete required background investigation
