Job description

Overview

Under supervision of the Chief Mechanical Inspector, performs technical work reviewing mechanical plans to assure compliance with the Florida Building Code, City of Sunrise Ordinances, and other applicable codes. May perform mechanical field inspections as needed and a variety of other duties related to enforcement of the Florida Building Code (FBC).

Responsibilities
  • Performs tasks under the direction of the Chief Mechanical Inspector and/or Building Official within the defined political boundaries of the City of Sunrise or other areas as permitted by inter-local agreement.
  • Performs plan reviews of buildings and structures in accordance with the FBC and the Broward County Amendments to the Florida Building Code and other codes, standards, and regulatory requirements.
  • Performs field inspections of all mechanical discipline related components, including work and materials, used or installed in new construction, additions, alterations, or repairs as outlined in the FBC and the Broward County Amendments to the Florida Building Code.
  • May issue a stop work order under the direction of the Chief Mechanical Inspector and/or Building Official when work is in violation of the Code or would create a hazard to life or property.
  • Investigates complaints of work performed without the required permits and documents violations found.
  • Assists in preparation for prosecution of code violators and represents the City at Special Magistrate hearings.
  • Provides superior customer service and correspondence with property owners, contractors, architects, engineers, and developers requesting information regarding applicable codes, plan review comments, and/or inspections.
  • Answers technical questions concerning the Florida Building Code for field mechanical inspectors, depending on area of expertise.
  • Performs related work as required.
Requirements
Education
  • Graduation from an accredited high school or possession of a GED equivalency diploma.
  • Proof of the highest level of completed education must be submitted as an attachment with application.

Experience and Licenses
  • To be eligible for appointment as a Mechanical Plans Examiner, the person must hold the required licenses and/or certifications needed to also be certified by Broward County Board of Rules and Appeals (BORA) as a Mechanical Plans Examiner.
  • Such person shall be certified by BORA and shall meet at least one of the following qualifications:
  • Be an Engineer in the discipline requested with a minimum of five (5) years of practice in the State of Florida OR be a Standard Mechanical Inspector serving for a minimum of one (1) year for an AHJ or school board within Florida and comply with requirements to be certified by BORA as a Mechanical Inspector.
  • Possess a current active license issued by the State of Florida, Building Code and Administrators and Inspectors Board (BCAIB) as a Standard Mechanical Plans Examiner and Standard Mechanical Inspector. (Engineers are exempt from BCAIB certification only.)
  • Possess a current Certificate of Competency or a Professional License in the requested discipline as a Master Mechanical, Mechanical Contractor, Class A air conditioning contractor, or Engineer issued by one of the following: Florida Construction Industry Licensing Board; Broward County Central Examining Board of Mechanical Contractors and Specialty Mechanical Contractors; Miami-Dade County Construction Trades Qualifying Board; Florida Board of Professional Engineers.
  • Possess or be eligible to obtain a current certification as a Mechanical Plans Examiner and Mechanical Inspector issued by BORA.
  • Florida residents must possess a valid Florida driver’s license with an acceptable driving record. Non-Florida residents must possess a valid driver’s license with an acceptable driving record and obtain a Florida driver’s license prior to hire.
Notes and Certifications
  • Note: Required certifications and licenses must be kept current to continue employment in this position.
  • REQUIRED CERTIFICATIONS / LICENSES: (Trainees Only) - To be eligible for appointment as a Mechanical Plans Examiner (Trainee), the person shall be certified by BCAIB as a Standard Mechanical Inspector and must hold the licenses/certifications to also be certified by BORA as a Mechanical Inspector.
  • Serve as a Mechanical Inspector for a minimum of one (1) year for an AHJ or school board within Florida and comply with requirements to be certified by BORA as a Mechanical Inspector OR be a Florida-licensed Professional Engineer in the requested discipline with five (5) years of practice.
  • Possess a current Certificate of Competency or a Professional License as a Master Mechanical or Mechanical Contractor or Engineer issued by one of: Florida Construction Industry Licensing Board; Broward County Central Examining Board of Mechanical; Miami-Dade County Construction Trades Qualifying Board; Florida Board of Professional Engineers.
  • Must obtain provisional and standard Mechanical Plans Examiner licenses/certifications within specified timeframes as outlined in the original job description.
  • Note: The City will reimburse application fees for required licenses and certifications upon successful acquisition of all required certification/license.
Physical Requirements

Work is performed in both office and field environments within the City. Shifts and hours may vary and include evenings, weekends, and holidays. Some duties require exposure to adverse conditions, including varying temperatures and weather. May involve work at locations with exposure to water.

Physical Capabilities

Must have strength and agility to lift, kneel, bend, reach, and climb steps or ladders. May require sitting or standing for extended periods. Ability to operate a City-issued vehicle. Ability to lift up to 50 pounds.

Yields and Abilities

The position requires the ability to read and interpret construction plans and codes, enforce regulations professionally, communicate effectively, prepare clear reports, manage multiple high-priority assignments, and maintain positive working relationships with City staff and the public. Demonstrates courtesy and respect for cultural, religious, and gender differences. Proficiency in computer skills, grammar, and written communication.
