Job summary

The City of Richland seeks a Journey Lineworker to perform skilled installation, construction, maintenance, and repair of the electrical utility distribution and transmission systems. The position requires operating energized lines, climbing, and working with heavy equipment under the IBEW contract.

Subject to 24-hour callout for emergencies; four 10-hour shifts per week. Minimum qualifications include a high school diploma and a Journey Lineworker certification on hire.

Qualifications

• Valid driver’s license with Class A CDL on hire date.
• First Aid/CPR and Flagger certification within 3 months of hire.

Responsibilities

• Perform skilled journey-level installation, maintenance, and repair of electric distribution and transmission systems.
• Work on energized and de-energized lines and perform switching operations.
• Install and construct overhead lines, vaults, conduits, and transformers; maintain dual voltages and lighting systems.
• Read work orders, maps, and construction standards; document daily activities and reports.
• Operate, service, and maintain equipment such as bucket trucks and backhoes; use voltmeters and phase tools.
• Participate in safety meetings, tailboard discussions, and training sessions; support in enforcing safety policies.

Job description

Position Salary Range: $60.47 Hourly (set by the IBEW Collective Bargaining Agreement)

GENERAL SUMMARY

Under the direction of the Maintenance & Operations Supervisor or designee, performs skilled installation, construction, maintenance, and repair of the City’s electrical utility distribution and transmission systems. Prepares and updates reports and records, including updating work order maps.

Subject to 24-hour callout for emergency situations.

The expected regular work schedule will be four 10-hour shifts per week.

Per the IBEW contract all employees classified as Journey Lineworker will receive climbing allowance of 1.5% additional pay for all hours worked plus leave hours (does not apply to leave pay-outs or buy-outs).

MINIMUM QUALIFICATIONS

EDUCATION & EXPERIENCE REQUIREMENTS

• High school diploma or equivalent.
• Or an equivalent combination of education, training and experience that will provide the necessary knowledge, skills, and abilities to successfully perform the essential functions of the job.

LICENSES, CERTIFICATIONS & OTHER REQUIREMENTS

• Valid Journey Lineworker Certification upon hire date.
• Valid driver's license with a Class "A" CDL upon hire date.
• First Aid, CPR, and Flagger Certifications within three (3) months of hire date.

DESIRABLE QUALIFICATIONS

• Three (3) or more years of experience working with underground cable and terminations.
• Three (3) or more years of experience using hot sticks.
• Ability to operate assigned equipment such as bucket truck, boom truck, backhoe, and overhead and underground wire pulling equipment.
• Knowledge of OSHA and WISHA regulations and policies applicable to assigned tasks.
• Knowledge of project management cost and schedule controls.
• Ability to operate a computer system in a windows based environment with knowledge of Microsoft Office software.

• Performs skilled journey-level duties including construction, maintenance, and repair of the City’s overhead and underground electrical distribution and transmission systems to include primary and secondary voltages and lighting systems.
• Performs work on energized and de-energized lines.
• Performs switching operations.
• Sets, frames, and constructs overhead lines to include, but not limited to, setting poles, installing conductors, transformers, and all associated equipment.
• Installs vaults, conduit, transformers, conductors, and all associated underground equipment.
• Troubleshoots, diagnoses, and repairs overhead and underground electrical distribution and transmission systems to include secondary and lighting systems.
• Operates a variety of equipment used to perform assigned tasks, including boom trucks, pulling machines, bucket trucks, backhoes, forklift, voltmeters, phase tools, and hot sticks.
• Reads and interprets work orders, maps, construction standards, switching orders, and other documentation to complete assigned tasks.
• Requisitions supplies, materials, and equipment for assigned projects.
• Participates in department meetings including safety meetings and tailboard meetings.
• Prepares records required in the daily performance of duties.
• Works in accordance with and assists in enforcing safety rules and City policies.
• Assists in the training of employees in the installation and maintenance of the City’s electrical system.
• Performs standby duties as assigned.
• Performs other duties as assigned.

Environment:

• Typically performed in the field, which requires travel daily from site-to-site and checking on construction.
• The position involves work outdoors on a year-round basis and is subject to extreme weather conditions.

• May be exposed to moving mechanical parts and vehicles within a construction site.
