Job description

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply, Drinking Water Operations directorate, is seeking to hire an Administrative Engineer (M2) within the Quality Assurance and Support Services group located in either Kingston, New York or Valhalla, NY.

Drinking Water Operations is responsible for the management of critical water supply facilities within the New York City (NYC) Water Supply System. This includes reservoirs, dams, water and wastewater treatment facilities, aqueducts, shafts, hydroelectric facilities, highways, bridges, and watershed lands across the Delaware, Catskill, and Croton Water Systems. They are also responsible for water quality field and lab operations throughout the watershed and within city limits. The directorate plays a critical role in ensuring the Bureau of Water Supply meets its mission of reliably delivering a sufficient quantity of high-quality drinking water to protect public health and quality of life to approximately 9.5 million people in NYC and the surrounding upstate communities.

The Quality Assurance & Support Services Team provides guidance, controlled documents and quality control reviews for Drinking Water Operations to ensure the distribution of high-quality drinking water. Within this group is the JOCS and Engineering Support team. This team manages all Job Order Contracts (JOCS), develops contract specifications for service contracts, tracks Memorandum of understanding (MOUs) and provides some engineering design for small projects.

Specific duties include:

• Managing Job Order Contracts, approximately $30 million per year.
• Developing contract specifications for service contracts
• Tracking and providing payments on memorandums of understanding with outside agencies
• Providing Design services with licensed engineers on small projects

Special Working Conditions:

Administrative Engineers may be required to work various shifts including nights, Saturdays, Sundays, and holidays. Some of the physical activities performed by Administrative Engineers and environmental conditions experienced are: walking to and from inspection sites and during the course of inspections; climbing and descending ladders or stairs to get to areas to be inspected; standing on scaffolds to inspect work; standing for an extended period of time; bending and stooping during inspections; working in confined areas; distinguishing colors; wearing a hard hat; climbing over and around various objects; walking in areas that may be damp, dark, smoky or acrid; working outdoors in all kinds of weather; must be able to lift about 20 pounds of equipment when required.

Preferred Skills:

• Familiarity with Microsoft Office Suite including Word, Excel, Access and PowerPoint
• Knowledge of Automated Data Collection System database management
• Professional Engineering experience
• Basic to moderate PC hardware and internet interface hardware knowledge
• Professional Engineering license

Hours and Shift:

35 Hours per week. May be required to work shifts including nights, weekends and holidays.

Minimum Qualifications

1. A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
