Job summary

Barbaricum is seeking a Jira Agile Transformation Lead to shape the enterprise Agile environment for the CPE ST3 program. You will architect the Jira backlogs and workflows, lead multi-team planning, and coordinate resources across PMOs to deliver a steady, scalable Agile capability for federal mission needs.

The role requires strong executive briefing skills, experience with SAFe/Scrum, and a track record of transitioning organizations from hourly/LOE to outcome-based delivery. U.S.

Qualifications

• 8+ years of hands-on Agile program/delivery management across multiple teams.
• Experience with backlog management, sprint planning, velocity forecasting, and capacity management.
• Experience supporting federal or large enterprise organizations.

Responsibilities

• Lead the design and live operation of the Jira environment for the Phase II demonstration, including entering, sizing, and triaging requirements.
• Build and mature the enterprise backlog and Agile workflow architecture with story-point sizing and capacity management.
• Stand up cross-functional governance and talent-pool capacity-tracking models across multiple PMO offices and HQ.
• Design Jira workflows and automation to maximize capacity-pool productivity and minimize bench time.
• Respond to live scenario injects by reprioritizing the backlog and adjusting sprint plans for uninterrupted performance.
• Execute Agile-delivery HR workflows: onboarding, offboarding, reassignment, access management.
• Coach Government stakeholders on Agile best practices and deliver executive briefings to leadership.
