PAY GRADE: B14 ($43.61 - $65.96 per hour, depending on experience)

DESCRIPTION

Provides a variety of professional and routine medical service which are related to the health care of adults in custody (AIC)s legally in the Grant County jail, using independent judgement in the triage and assessment of medical, dental, and mental health problems of adults in custody (AIC)s to prevent illness and communicable disease and to promote health. Operates under the direction of the Grant County Public Health Clinic Manager. Works with jail/corrections staff (corrections officers and sergeants), and outside providers in the collaboration and provision of adult in custody (AIC) health care. Does related work as required.

DISTINGUISHING FEATURES OF THE CLASS

An employee in this classification may perform professional work in the delivery of a variety settings, although corrections will be the main setting where nursing services will be provided. Work is performed under the general supervision of the Public Health Clinic Manager/Nurse Practitioner who reviews work on the basis of results attained, case conferences and evaluation of progress on established goals. Supervision is not normally a responsibility of positions in this classification.

EXAMPLES OF ESSENTIAL FUNCTIONS

1. 1. Performs professional health nursing services following the health care policies and procedures of the Grant County Corrections Facility. Duties are performed in compliance with the Nurse Practice Act and applicable, laws, administrative rules and guidelines.
2. 2. Interviews adults in custody (AIC)s, gathers medical history, performs general health screenings and assessments, performs examinations, takes samples, and provides nursing diagnosis. Reviews intake health assessments and follows up on any medications and/or health concerns.
3. 3. Reviews and triages medical requests and evaluates, treats, refers, and follows up as appropriate.
4. 4. Provides information to authorized entities or as directed by the sheriff or the courts.
5. 5. Establishes and maintains adult in custody (AIC) medical charts and other necessary records. Initiates follow-up care and makes referrals to physicians, other community agencies and health resources as necessary.
6. 6. Manages the medications prescribed by the adult’s in custody (AIC) provider, procurement, administrations, security, storage, inventory and disposal of pharmaceuticals within the facility. Trains corrections staff on medication administration.
7. 7. Coordinates with the jail staff and the public health department/other healthcare service providers.
8. 8. Attends scheduled staff meetings as necessary/required.
9. 9. Maintains assigned work area in neat and organized condition.
10. 10. Investigates communicable disease cases in conjunction with the public health department; provides and or refers for treatment; completes necessary forms and/or reports.
11. 11. May be required to develop policies and procedures for healthcare services in accordance with nursing practice and jail regulations.
12. 12. Work with Sheriff’s office to coordinate and complete required training.

DESIRABLE QUALIFICATIONS

• Thorough knowledge of and/or a teachable attitude of methods, principles, techniques and practices of nursing. Considerable knowledge of and/or willingness to learn in a timely fashion the laws and regulations governing institutional health requirements, laws, administrative rules and guidelines.
• Background in public health, psychiatric, emergency, medical/surgical, critical care nursing and chronic disease care management is preferred.
• Must be well verses in medication management, interviewing, and counseling techniques.
• Communicate effectively both verbally and in writing; work tactfully and patiently with adults in custody (AIC) and co-workers; maintain records and prepare reports; use initiative and judgment; work independently; and establish and maintain effective working relationships with a wide variety of personnel.
• Skills in the use of medical instruments/ equipment and assessment tools and/or willingness to learn.

EXPERIENCE AND TRAINING

• Bachelor’s degree in nursing preferred but may have an Associates degree in Nursing; and two years of nursing experience, preferably in a corrections or public health setting; or any satisfactory combination of experience and training which demonstrates the knowledge, skills and abilities to perform the above-described duties.
• Must be a registered nurse. Must be teachable.

Certifications

This position required an unencumbered Oregon RN license. BSL and Bloodborne Pathogen annual certifications.

CRIMINAL BACKGROUND CHECKS

Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 410-007-0200 through 410-007-0380.

In addition to a pre-employment background check, each employee, volunteer and contractor shall be checked on a monthly basis against the OIG and GSA exclusion lists, as well as other federal and state agency lists. If it is discovered that an employee, volunteer or contractor is excluded or sanctioned it will be the cause for immediate termination of employment, volunteering, or the termination of the contract.

PERSONAL AUTO INSURANCE

Must hold a valid driver’s license as well as personal auto insurance for privately owned Vehicles utilized for CCS business such as client service purposes, travel between business offices and the community, to attend required meetings and trainings.

Must show proof of $300,000 or more liability coverage for bodily injury and $100,000 or more in property damage and maintain said level of coverage for the duration of employment at CCS.

The employee’s insurance is primary with CCS insurance being secondary. CCS reserves the right to deny any employee the use of a vehicle owned by CCS.

PHYSICAL DEMANDS

While performing the essential duties of this job, the employee is regularly required to use office automation including computer and phone system that requires fine manipulation, grasping, typing, and reaching. Sitting for long periods reviewing reports and other written materials and talking on phone. This position may occasionally be required to lift to ten (10) pounds.

Incumbent will occasionally have to reach, bend, kneel and squat when adjusting equipment or retrieving supplies.

WORK ENVIRONMENT

Work is performed in a jail setting with exposure to communicable diseases, including blood- borne diseases, and equipment and tools typical of a medical setting.

In state travel required to attend trainings and an occasional out-of-state training may be needed. The noise level is usually moderate, but occasionally may be exposed to loud noise such as raised voice levels and alarms.

This position is exposed to the everyday risks or discomforts which require normal safety precautions typical of such places as an office (i.e., moving mechanical parts, airborne particles, and electrical shock).
