Qualifications

• MA/MS in Social Sciences, Public Policy, or related field.
• JPME Level II or advanced military education required.
• At least 10 years of strategic/operational planning experience.
• Minimum 5 years in IO, cyber, or influence operations.
• US government clearance TS/SCI may be required.

Responsibilities

• Lead IO planning and synchronization across cyber, PSYOP, MILDEC, civil affairs.
• Coordinate with interagency and DoD to develop targets, CONOPS, and operations.
• Participate in VTCs and long-range strategic planning with USSOCOM and partners.
• Draft and coordinate strategies, OPORDs, plan documents, and briefs.
• Translate technical content into high-level briefs and talking papers.
• Maintain a database of best practices and lessons learned.

Job Purpose / Summary

Serve as a senior IO planner and subject matter expert supporting IO planning, synchronization, and execution across cyber, PSYOP, MILDEC, civil affairs, and influence operations.

Duties and Responsibilities

• Conduct research, analysis, and planning to integrate information forces and effects into plans and operations.
• Coordinate with the interagency and intelligence community to develop plans, targets, and CONOPS; integrate command elements to ensure cyber expertise and deconflict/synchronize planning efforts.
• Participate in VTCs and long-range strategic planning with USSOCOM, DoD, interagency, and non-government participants, including COA development, analysis, vetting, and presentation.
• Draft and coordinate cyber operations, civil affairs, PSYOP, MILDEC, and cyber-enabled influence operations strategies, plans, CONOPS, OPORDs, OPLANs, FRAGOs, EXORDs, exercise directives, and related products.
• Apply joint doctrine (JOPP, APEX), operational art, and operational design; translate technical content and TTPs into high-level briefs, point papers, and talking papers.
• Create and maintain a database of best practices and lessons learned; maintain electronic mission-continuity resources.

Qualifications and Skills

• Education and experience: MA/MS in Social Sciences, Public Policy, Applied Statistics, Operations Research, or Systems Analysis; JPME Level II or advanced military education (SAMS, JAWS, Service War College); at least 10 years of strategic and operational planning and analysis; at least 5 years of experience in one of the specialty areas (CENTCOM AOR, MISO, MILDEC, CWMD, ORSA, CYBER, AT/FP, SNA, Special Programs, or Interagency/Intelligence); OR an equivalent combination of at least 15 years of SOF operational experience and education.
• Senior-level IO/cyber/influence operations planning experience.
• May perform CONUS/OCONUS travel as required.
• This position is designated Key Personnel; a resume is required and government approval is needed prior to any substitution.
