Job summary

Hampton Roads Community Action Program in Newport News, VA is seeking an IT Technician to ensure the reliability, performance, and security of the organization’s technology environment across Portsmouth and surrounding sites.

You will support daily IT operations, manage network infrastructure, and implement technology solutions aligned with agency needs, including occasional early-morning, weekend events and travel as required.

Qualifications

  • Associate’s degree in Information Technology, Computer Science, or related field (or equivalent experience). Bachelor degree preferred.
  • 3+ years of experience in IT operations, infrastructure management, or related roles.
  • Working knowledge of networks, servers, cloud platforms (e.g., Azure, AWS), and IT service management.
  • Experience with ITIL practices and service management frameworks.
  • Strong troubleshooting, analytical, and problem‑solving skills.
  • Excellent communication and stakeholder‑management abilities.

Responsibilities

  • Manages and maintains Microsoft Windows applications and systems, various android apps and iOS (Apple) integration.
  • Manages the acquisition, installation and maintenance of the organization’s local area network hardware/software.
  • Manages network operations to include: troubleshooting connectivity problems; installing & maintaining routers; assessing and reporting operational status; performing backups and restores; etc.
  • Ensures technology documents/certificates such as product registrations, SSL certificates, maintenance agreements, service contracts, etc. related to technology operations and/or technology services are evaluated, updated and processed.
  • As needed and appropriate but no less than annually, provides written technology policy guidance to managers, supervisors, staff and consumers/participants.
  • Performs routine preventive maintenance on hardware and software.
  • Analyzes technology requirements and develops functional specifications.
  • Conducts comparative analysis and competitive bidding when necessary.
  • Assists staff in understanding and using technology; conducts regular staff technology presentations and trainings.
  • Presents and implements technological alternatives to streamline functions and improve productivity.
  • Manages technology inventory to include procurement and disposal.
  • Ensures compliance with all software licensing agreements.
  • Manages and safeguards software media and associated licenses.
  • Tracks software versions.
  • Maintains centralized software use log.

Work Locations: Portsmouth, VA and surrounding Peninsula and Southside agency locations

FUNDING NOTICE: The position will bereviewed by February 28, 2026, annually to determine funding availability inthe new fiscal year beginning July 1 st annually.
NOTE: The IT Technician will be issued a mobile device tomanage day, evening, and weekend programming at various agency sites.This position will also be responsible forattending early morning, evening, and weekend events as assigned. Schedule subject to change withsome early morning, evening, and weekend work as assigned by the supervisor.
SUMMARY

TheIT Technician ensures the reliability, performance, and security of theorganization’s technology environment. This role aids with the daily IToperations, supports infrastructure, and ensures that technology services alignwith operational needs.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Ensuresfor the availability, continuity and security of data and informationpertaining to the organization.
  • Prepares,maintains and tests a technology disaster recovery plan.
  • Developsand maintains an excellent working relationship with other organizations,ensuring the organization is well received and presented professionally andpositively.
  • Respectsconfidentiality in discussing consumer/participant, staff, volunteer andorganizational matters; also maintains confidentiality of organization,project, fiscal and personnel related information.
  • Maintainsknowledge on current technology by reading technology periodicals, evaluatingnew technologies and attending trade-shows, technical seminars and trainingsessions.
  • Developsand manages technology budget and monitors and approves relatedexpenditures.
  • Reviewsand approves cost pool expenditures.
  • Preparesreports for workshops, seminars, conferences, meetings and trainings attendedpertinent to the efficient dispatch of duties; overnight travel occasionallyrequired.
  • Reportsto work regularly and on time.
  • Abilityto travel to the Southside and the Peninsula to perform IT functions for allHRCAP sites.
  • Assistsin other duties as needed and directed.
Requirements
INFORMATIONPRIVACY AND SECURITY

This associate may haveaccess to Confidential Information (CI) and is required to be familiar with theHRCAP’s Privacy policy related to the handling of CI, and follow all relatedprocedures required to protect the privacy and security of CI.

QUALIFICATIONS

Demonstrated oral and written communication skills as well as provenpresentation skills; Moderate to advanced computer literacy includingproficiency using word processing, presentation, and spreadsheet applications.

Required
  • Associate’s degree inInformation Technology, Computer Science, or related field (or equivalentexperience). Bachelor degree preferred.
  • 3+ years of experience in IToperations, infrastructure management, or related roles.
  • Working knowledge ofnetworks, servers, cloud platforms (e.g., Azure, AWS), and IT servicemanagement.
