Job summary

West 4th Strategy in San Diego, CA is seeking an IT Project Manager to support the Defense Contract Management Agency's software development lifecycle and modernization efforts for the Blue UAS Cleared List.

You will oversee ServiceNow SPM/ITSM implementations, monitor sprint velocity and dashboards, and provide executive level status briefings while coordinating with DoD partners and ensuring DoD 8140.03 qualification requirements are met.

Qualifications

• Bachelor’s degree in a technical discipline.
• 5+ years IT project management/PMO support, including at least 2 years overseeing ServiceNow implementations in DoW or Federal programs.
• Active CSM, PMI-ACP, or PMP certification.
• Broad knowledge of DoW secure cloud infrastructure (AWS GovCloud or Azure Government) at IL-4+ and DevSecOps pipelines.

• Oversees the software development lifecycle, web database engineering, and modernization of the Blue List platform.
• Uses ServiceNow tools to ensure timely delivery within scope and requirements.
• Act as Government technical oversight and liaison between Government PM and teams.
• Monitor daily progress, sprint velocity, and burn down charts.
• Designs dashboards within ServiceNow SPM/ITSM to track velocity, defects, and ticket resolution times.
• Provide formal evaluations and recommendations to Government PM for submissions.

IT Project Manager

ROLE

We need an experienced IT Project Manager at the Defense Contract Management Agency (DCMA). This role supports the software development lifecycle and modernization of the digital platform behind the Blue UAS Cleared List, the system used to review and approve drone technologies for DoW use. In this role, you will oversee ServiceNow SPM/ITSM implementation and sustainment teams, monitor sprint velocity and burn down charts, maintain the program IMS and RIDAC log within ServiceNow, and provide executive level status briefings to Government leadership. RESPONSIBILITIES

• Oversees the software development lifecycle, web database engineering, and modernization of the digital Blue List platform
• Leverages ServiceNow's native project management tools to ensure implementation and sustainment teams execute on schedule, within scope, and in alignment with program requirements
• Serves as the Government's technical oversight and integration team, bridging the Government IT Program Manager and development and sustainment teams
• Monitors and evaluates daily progress, sprint velocity, and burn down charts of the implementation and sustainment teams
• Designs and maintains real time dashboards natively within ServiceNow SPM/ITSM to track implementation velocity, defect rates, and sustainment ticket resolution times
• Reviews, validates, and provides formally documented evaluations and independent recommendations to the Government PM for acceptance or rejection of technical submissions
• Coordinates schedules and technical dependencies between the implementation team, sustainment team, and external DoW/DoD partners
• Supports the CPM to consolidate, maintain, and manage the Government's IMS and program level RIDAC log natively within ServiceNow SPM
• Provides executive level weekly program status briefings, slide decks, and reports summarizing cross vendor execution, milestone risks, and resource utilization
• Ensures all personnel meet applicable qualifications and certification requirements outlined in DoDM 8140.03

BACKGROUND/REQUIRED EXPERIENCE

• Bachelor's degree in Computer Science, Information Technology, Systems Engineering, or a technical discipline
• At least five (5) years of experience in IT project management, PMO support, or IV&V for enterprise IT portfolios, including at least two (2) years specifically overseeing ServiceNow platform implementations within DoW or Federal programs
• Active Certified ScrumMaster (CSM), PMI Agile Certified Practitioner (PMI-ACP), or Project Management Professional (PMP) certification required
• Broad technical knowledge of DoW secure cloud infrastructure (AWS GovCloud or Microsoft Azure Government) at Impact Level 4 (IL-4) or higher, DevSecOps pipelines, and API driven platform architectures
• Demonstrated experience implementing and managing projects within ServiceNow SPM, ITSM, and Agile Development 2.0 modules

LOCATION

• San Diego, CA – DCMA Facility

CLEARANCE

• Active or interim DoW security clearance; favorably adjudicated Tier 3 background investigation required
• Must be a US Citizen

HOURS

• 40 hours per week
• 8 hours per day

COMPENSATION

• Salary range: $115,000 – $165,000

Individual’s primary workstation is located in an office area. The noise level in this environment is low to moderate. Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include the use of computer monitor screens up to 80% of the time.
