Under general direction of the Technology Strategy & Portfolio Manager of Information Technology, the IT Program Manager establishes and oversees the deployment and ongoing management of organization-wide governance activities to improve technology utilization and value. This position also works closely with business and functional area leadership to develop programs in support of strategic direction for the City of Frisco and provides resources to ensure organizational change management success.

The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.

Essential Job Functions:

• Establishes and oversees the deployment and maintenance of technology governance programs.
• Creates governance framework policies, documentation, presentations, and training materials to educate stakeholders and manage change.
• Collaborates with IT leadership to develop and implement strategic priority initiatives to support increasing technology value.
• Promotes IT capabilities to City leadership and advocates for data-driven decision-making as a strategic business tool.
• Defines program performance indicators and quality metrics to ensure compliance with policies, standards, roles, responsibilities, and adoption requirements.
• Ensures that related business requirements are clearly defined, documented, communicated, understood, and considered as part of operational project prioritization and planning.
• Identifies new business opportunities working with Business Owners to develop projects that take advantage of emerging technologies and/or current application capabilities.
• Conducts research and remains current with the latest industry trends, new technologies, opportunities, solutions, and community needs.
• Determines organization readiness for change and guides staff capability development.
• Analyzes program risks, creates plans to address them and communicates results.
• Supports the Project Steering Committee process for project initiation, senior management review, resource allocation, prioritization, and reporting.

When working in Public Safety:

• Maintains the strategic vision for a critical in-house developed public safety application used by Frisco Police & Fire.
• Manages the product backlog and drives adoption and training.
• Works with the public safety departments on implementation and development of new features.
• Coordinates product change across several dozen integrated vendor systems.
• Drives product lifecycle management evaluating and prioritizing the product backlog to ensure maximum business value.
• Creates governance framework policies, documentation, presentations, and training materials to educate stakeholders and manage change.
• Facilitates stakeholder engagement to build and update program roadmaps ensuring alignment with strategic goals.
• Defines product visions and multi-year product roadmaps by collaborating with Business Owners, end users, and technical teams to ensure products meet organizational needs.
• Conducts ongoing discovery activities, including gathering user feedback, documenting customer needs, and identifying opportunities to enhance product value.
• Supports feature and enhancement prioritization using value assessments, customer impact, strategic alignment, and technical feasibility.
• Advises on program budgets, including forecasting expenses in support of the budget for the upcoming fiscal year.

Other Important Duties:

• Travel to off-site meetings, conferences, and training.
• Serve on technology & organizational teams to promote PMO interests & further City strategic goals.
• Regular and consistent attendance for the assigned work hours is essential.
• Perform other related duties as assigned.

Education, Experience, and Certifications/Licenses:

• Bachelor’s Degree in Information Systems, Computer Science, or related field and seven (7) years’ experience in Information Technology, at least six (6) years as a Senior Business Analyst, Product or GIS Manager and a minimum of three (3) years as a Project Manager; orequivalent combination of education and experience that support the ability to perform the essential functions and/or skills of the job.
• Municipal environment experience preferred.
• GIS experience preferred.
• PgMP Program Management and/or Change Management certification preferred.
• May be required to obtain additional applicable certifications.
• Must pass a pre-employment drug screen, criminal background check, and MVR check.
• Must possess a valid State of Texas Driver’s License.
