Job summary

The City of El Paso is seeking an experienced IT leader to manage the IT Project Management Office and oversee portfolio governance. You will coordinate IT projects, align them with strategic goals, and drive value across departments.

You will lead project teams, ensure adherence to standards, assess proposals, and mitigate risks while guiding a responsive, efficient PMO that supports city services and digital initiatives.

Qualifications

• Bachelor’s degree or higher in CS, MIS, BA or related field with 6 years progressive IT project management experience.
• 2 years supervisory experience on multiple projects.
• PMP certification within 6 months of appointment.
• Texas Class C Driver's License or equivalent.
• CJIS background check clearance within first six months.

Education and Experience

Bachelor’s Degree or higher in Computer Science, Management Information Systems, Business Administration or related field and six (6) years performing progressively responsible project management of large-scale systems within an Information Technology (IT) environment, including two (2) years in a multiple-project supervisory capacity.

Licenses and Certificates

Texas Class "C" Driver's License or equivalent issued by another state. Project Management Professional (PMP) certification from the Project Management Institute within 6 months of appointment.

Special Requirements

Applicants for positions assigned to the Department of Information Technology Services must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check within the first six months of hire and maintain CJIS eligibility. CJIS requirements are related to system access and the following list of convictions and/or deferred adjudications will result in failure of the CJIS background check and disqualification and/or termination of employment: Felony convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor convictions, an Open Arrest for any criminal offense (Felony or Misdemeanor), and family violence convictions.

Under administrative direction, manage the IT Project Management Office (PMO) and oversee the execution of the IT portfolio project management and governance framework.

Critical project management on IT program initiatives. Involves: Facilitate intakes for new project requests, work with project sponsors, business stakeholders, and IT managers to ensure that business cases and project charters are appropriately documented and meet project standards. Execute IT projects through the project management framework to deliver business value. Use industry best practices to define and contribute to continuous process improvement within the IT PMO. Analyze project proposals to determine time frame, funding limitations and appropriate process for accomplishing projects. Manage project risks and issues to implement risk mitigation plans.

Lead the project management teams. Involves: Accountable for the IT portfolio processes including IT planning, project methodology framework, and resource capacity management. Ensure project management standards and best practices are being executed across the IT project portfolio. Provide leadership and motivation to project team members throughout the project life cycle, and confer with project staff to outline work plan. Ensure that project goals are accomplished and in line with organization objectives. Direct and coordinate activities of project personnel to ensure project delivers on schedule and within budget.

Evaluate projects to make certain project results meet the intended goal, satisfy quality standards, and meet stakeholder expectations. Identify ways to improve project outcomes.

Supervise assigned staff. Involves: schedule, assign, instruct in, guide and check work. Appraise employee performance and review evaluations by subordinates. Confer with department staff on system problems and corrective action and include other department personnel as needed. Provide for training, and development; enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Recommend hiring, termination, transfers, discipline, and other employee status changes.
