Role Overview
CHAOS Industries is looking for an IT Enterprise Applications Administrator (Atlassian Admin) to own the health, security, and day-to‑day operation of our Jira, Jira Service Management, and Confluence environments across both our commercial and FedRAMP-authorized Atlassian tenants. Atlassian is where our engineering, IT, program, and compliance teams plan work, track delivery, handle service requests, and document how we operate. In a defense environment, that means keeping the platform fast and well-automated while holding it to strict data-handling, access, and audit standards. You will join the IT organization alongside infrastructure, cybersecurity, and service desk, and partner closely with the programs and engineering teams that depend on these tools every day.
- Team mandate: turn process pain points into clean workflows, reliable automations, and documentation people actually want to use, while keeping controlled information where it belongs. You will collaborate with IT, cybersecurity, compliance, engineering, and program teams, and be the go‑to expert on how work gets tracked and recorded at CHAOS.
- Ownership: complete ownership of the Jira, Jira Service Management, and Confluence platforms in both tenants, including tenant architecture, service desk and workflow design, permission design, the automation strategy, and the roadmap for standardizing, cleaning up, and scaling our instances as programs grow.
Responsibilities
- Administer and maintain Jira, Jira Service Management, and Confluence in both the commercial and FedRAMP Atlassian tenants, including projects, spaces, issue types, workflows, schemes, custom fields, screens, permissions, and global settings.
- Manage Jira Service Management (service desk) projects and workflows, including request types, queues, SLAs, approval flows, customer portals, and knowledge base links to Confluence.
- Work directly with IT, cybersecurity, HR, facilities, program, and other teams to identify manual requests and processes, map them end to end, and design and build workflows and automations that route, approve, and fulfill them with less manual effort.
- Maintain clear boundaries between tenants: ensure controlled unclassified information (CUI) and export‑controlled data are created, stored, and shared only in the authorized environment, and keep tenant configurations consistent where appropriate.
- Design, build, test, and maintain automation rules in Jira and Confluence (triggers, conditions, branching, smart values, scheduled and webhook-based rules, and cross-product automations) to eliminate manual work, enforce process, and keep data consistent in each tenant.
- Track feature, app, and automation differences between commercial and FedRAMP environments, and plan around them so teams get comparable capabilities in either tenant.
- Manage user lifecycle and access, including onboarding and offboarding, group and role management, SSO and automated provisioning with our identity provider, and periodic access reviews, with access to the FedRAMP tenant limited to eligible users.
- Support security and compliance requirements (such as CMMC, NIST SP 800-171, and DFARS): apply least-privilege access, maintain audit logging and retention settings, and provide evidence for internal assessments and external audits.
- Evaluate, install, configure, upgrade, and retire Atlassian Marketplace apps and integrations, confirming each is approved and available for use in the FedRAMP tenant before deployment.
- Gather requirements from stakeholders and translate them into project templates, workflows, JQL filters, dashboards, and reports; drive standardization across programs.
- Govern Confluence content: space structure, page templates, ownership, marking, archiving, and retention, so documentation stays current, properly handled, and easy to find.
- Follow the change control process for platform changes; plan and execute upgrades, migrations, content moves between tenants, and instance cleanups, and communicate changes and release notes to users.
- Serve as the escalation point for Atlassian support requests, perform root‑cause analysis, and work with Atlassian support when needed.
- Create and maintain administrator documentation, runbooks, and user training materials.
- Travel: minimal, up to roughly 10% (occasional trips to company offices).
- Physical demands: primarily sedentary work at a computer; occasional movement around the office.
- Bachelor’s degree in Information Technology, Computer Science, Information Systems, or another related field or equivalent work experience
- Hands‑on experience administering Jira and Confluence Cloud for a multi‑team organization, including permission schemes, workflows, custom fields, and project and space configuration.
- Experience administering Atlassian products in a FedRAMP-authorized or other government cloud environment, or comparable experience managing separate commercial and regulated tenants.
- Proven track record building and maintaining automation rules in Jira and Confluence, including conditions, branching, smart values, and scheduled or webhook-triggered rules.
- Experience configuring and administering Jira Service Management, including request types, queues, SLAs, approval workflows, and customer portals.
- Working knowledge of JQL, with the ability to build filters, dashboards, and reports for non-technical stakeholders.
- Experience managing users and groups, including SSO and automated provisioning (SAML/SCIM) with an identity provider such as Entra ID or Okta.
- Familiarity with handling CUI and working under frameworks such as NIST SP 800-171, CMMC, or DFARS 252.204-7012, including access control, audit logging, and data‑handling requirements.
- Experience working with stakeholders to map processes and turn them into automated workflows, with clear written and verbal communication.
- Experience working within a change management process and documenting administrative procedures.
- U.S. person status, as required for access to CUI and export‑controlled data (ITAR/EAR).
Preferred Requirements
- Active U.S. government security clearance, or the ability to obtain one.
- Atlassian certification in Jira or Confluence administration; security certification such as Security+ or CISSP.
- Experience supporting CMMC, NIST 800-171, or FedRAMP assessments, including producing evidence and responding to auditor requests.
- Scripting or API experience (REST APIs, Python, PowerShell, or ScriptRunner) to extend automation beyond built‑in rules.
- Experience with ITIL or ITSM practices, and with migrating or consolidating Atlassian instances or moving content between tenants.
