Incumbent serves as Director of the Hancock County Information Technologies Department, responsible for short and long-range planning and direction of all IT activities.
Research, analyze, evaluate, and make recommendations on a daily basis for a wide variety of requests for ever changing data processing concepts and technologies. Taking into consideration; needs, funding sources, impact on current systems, current industry trends, and effect on county goals for the future.
Consult frequently with outside vendors, county office holders and departmental heads to evaluate new and evolving technology concepts and determine their applicability and effect on county information technology needs and goals.
Continuously develop plans and alternative strategies for the installation, maintenance, and improvement of IT systems including but not limited to PC’s, Local Area Networks, Wide Area Networks, File Servers, Web/Email server(s), emerging GIS project, and software for all County offices determining priority needs and utilizing available techniques, equipment, and funding to best achieve desired results.
Make independent decisions regarding computer policies, IT priorities, personnel management and miscellaneous issues as they arise.
Effectively communicate with outside vendors using industry terms while being able to translate these terms into plain English concepts to facilitate easy understanding and utilization of technologies by county employees.
Supervises and directs the activities of IT personnel, including recruiting employees, corrective instruction, making work assignments, evaluating job performance, and providing training.
Develop and implement IT budgets, applying cost/benefit analysis to current and proposed IT applications, equipment and organizational needs, and personnel.
Devises, implements and advises on IT policies and standards.
Performs regular evaluations of IT equipment and systems, to detect and remedy any deficiencies.
Perform a variety of computer-related tasks when necessary to assist IT staff.
Attend a variety of organizational meetings, as well as training and educational seminars throughout the year.
Performs related duties as assigned.
Incumbent’s work affects the operations of County government offices and personnel requiring IT services and equipment. Department goals and objectives are well established, but subject to changes necessitated by evolving needs of departments. Work is reviewed by Commissioners for soundness of judgement, attainments of objectives, and effect on departmental goals.
Incumbent maintains frequent communication with County office holders and department heads, supervisory boards, IT staff, and vendors for a variety of purposes, including determination of information technology needs, presentation of budget and reports, supervisory duties, and evaluation and purchase of necessary equipment and supplies.
Incumbent reports directly to county Commissioners.
Incumbent performs duties in a standard office environment with ability to lift boxes weighing 25-50 pounds.
