Job summary

The Silver State Health Insurance Exchange, with the duty station located in Carson City, is seeking an IT Business Analyst to serve as the team lead for the Quality Assurance (QA) team which provides support to consumers, carriers, and brokers, and acting as a subject matter expert working directly with the contracted consumer assistance call center.

This role trains QA/Appeals staff, interprets policies, and oversees documentation to ensure enrollment procedures are understood and compliant.

Responsibilities

Job Summary

The Silver State Health Insurance Exchange, with the duty station located in Carson City, is seeking an IT Business Analyst to serve as the team lead for the Quality Assurance (QA) team which provides support to consumers, carriers, and brokers, and acting as a subject matter expert working directly with the contracted consumer assistance call center. This role provides subject matter expertise, training, and technical assistance to the QA and Appeals team, along with assisting the consumer assistance call center to resolve escalated issues and complaints that cannot be addressed at the first or second levels of dispute resolution. Responsibilities include planning and developing processes, auditing, carrying out programmatic duties by interpreting and applying broadly stated policies, procedures, and insurance rules, and overseeing the creation, revision, and implementation of procedural manuals to ensure call center staff, Exchange staff, and the public clearly understand and comply with requirements related to enrollment in insurance products offered through the Exchange.

Information Technology (IT) Business Analysts document, analyze, and recommend technical solutions to problems and participate in implementing, supporting, and documenting changes that lead to an improved operating environment.

Essential Qualifications

One or more years of applicable experience as described in the job duties and graduation from high school or equivalent education.

Job Duties
  • Apply recognized data processing concepts to business process plans and analyses.
  • Develop work and/or data flow diagrams that illustrate and describe functional processes of the system.
  • Document business and functional requirements for proposed projects.
  • Review and document test results to assess the accuracy and completeness of application code.
  • Monitor quality assurance.
  • Research and evaluate computer hardware and software needs.
  • Analyze business processes, propose improvements, and identify work processes that may be automated.
  • Define potential benefits of proposed systems or deficiencies to be corrected in the existing system.
  • Define and document data definitions and relationships to be used in the foundation of systems development.
  • Develop procedural alternatives in the absence of properly operating software.
  • Consult with stakeholders to determine business function and end-user requirements.
  • Conduct alternative analyses and develop written requirements for proposed systems and applications.
  • Train individuals in the use of the system and system software.
  • Test systems functionality by preparing test plans and participating in quality assurance.
  • Initiate system work requests.
  • Develop bridging specifications to program areas that interact with processes and output.
  • Consult with programmers regarding the technical requirements, logic, and deficiencies of programs.
  • Perform related duties as assigned.

  • Interpret and apply broad and ambiguous laws and regulations; compute ratios, rates, and percentages; decompose problems into constituent parts.
  • Interview users to identify needs; make decisions on appropriate actions after reviewing alternatives.
