Guidehouse is seeking an IT Business Analysis Senior Associate to support federal health clients with IT governance, business analysis, project and portfolio oversight, and technology-enabled process improvement.

The successful candidate will translate mission, policy, and operational needs into documented requirements, governance processes, management artifacts, and actionable recommendations. This role requires 5+ years of IT business analysis and the ability to obtain a Federal Public Trust.

What You Will Do

Guidehouse is seeking an IT Business Analysis Senior Associate to support federal health clients with IT governance, business analysis, project and portfolio oversight, and technology-enabled process improvement.

The successful candidate will work with business, program, and technical stakeholders to translate mission, policy, and operational needs into documented requirements, governance processes, management artifacts, and actionable recommendations. The successful candidate will apply prior experience, structured analysis, and professional judgment to address business and technology challenges.

Responsibilities

• Elicit, analyze, validate, and document business, functional, technical, and operational requirements through interviews, workshops, document reviews, and stakeholder working sessions.
• Translate complex technology, policy, and program requirements into clear business processes, workflows, requirements documentation, user guidance, decision materials, and implementation recommendations.
• Develop and maintain business analysis and governance artifacts, including requirements documents, process maps, standard operating procedures, governance frameworks, project lifecycle documentation, decision logs, risk and issue registers, and performance reports.
• Analyze current-state business and technology processes, identify operational or governance gaps, and recommend practical future-state improvements.
• Support federal IT governance and oversight activities, including project and portfolio reviews, lifecycle governance, investment planning, compliance assessments, and project health monitoring.
• Review project plans and management artifacts for completeness, consistency, traceability, and alignment with organizational policies, standards, and lifecycle requirements.
• Analyze schedule, cost, risk, performance, and portfolio information to identify trends, dependencies, and areas requiring management attention.
• Develop dashboards, executive briefings, status reports, and decision-support materials that communicate performance, risks, findings, and recommended actions.
• Facilitate meetings and working sessions involving business owners, program leaders, project managers, technical teams, and other stakeholders.
• Document decisions, action items, business rules, stakeholder needs, and follow-up activities while maintaining effective requirements traceability.
• Support Agile, Waterfall, and hybrid technology initiatives through backlog refinement, requirements prioritization, acceptance criteria development, lifecycle documentation, and coordination across business and technical teams.
• Contribute to strategic planning, technology modernization, change management, stakeholder engagement, training, and knowledge-transfer activities.
• Develop and improve governance guidance, templates, tools, and repeatable processes that strengthen accountability, consistency, compliance, and delivery maturity.
• Manage assigned work independently, prioritize competing requirements, and deliver accurate, timely, and client-ready work products.
• Collaborate with cross-functional teams and provide guidance or knowledge transfer to colleagues within the individual’s area of expertise.
• Identify project, operational, and compliance risks; analyze potential impacts; recommend mitigation options; and escalating concerns appropriately.
• Contribute to internal initiatives, proposals, capability development, and continuous improvement activities, as requested.

What You Will Need

• Bachelor’s degree FIVE (5) or more years of relevant experience in IT business analysis, IT governance, technology project or portfolio management, business process analysis, or a related discipline.
• Must be able to obtain and maintain a Federal Public Trust; Candidates with an active Public Trust or suitability are preferred.
• Experience gathering, analyzing, validating, and documenting business, functional, operational, or technical requirements.
• Experience developing business process maps, workflows, governance documentation, standard operating procedures, management plans, or related business analysis artifacts.
• Experience supporting IT projects, programs, investments, or portfolios in a complex stakeholder environment.
• Demonstrated ability to analyze complex information, identify gaps or risks, and develop practical, evidence-based recommendations.
• Knowledge of project and system development lifecycles.
• Experience working in Agile, Waterfall, or hybrid delivery environments.

What Would Be Nice To Have

• Bachelor’s degree in business administration, information technology, information systems, public administration, public health, management, or a related field.
• Master’s degree in public health, business administration, information systems, public administration, project management, or a related field.
• Experience supporting the Centers for Disease Control and Prevention, Department of Health and Human Services, or another federal health agency.
• Knowledge of federal IT governance, Capital Planning and Investment Control, or the HHS Enterprise Performance Life Cycle.
• Experience supporting IT portfolio management, investment reviews, project health assessments, lifecycle stage-gate reviews, or technology modernization initiatives.
• Experience analyzing project, portfolio, schedule, cost, risk, performance, or compliance data.
• Experience developing key performance indicators, performance dashboards, or executive-level reports.
• Experience designing or delivering stakeholder training, onboarding materials, governance guidance, or knowledge-transfer activities.
• Experience with SharePoint, Jira, Confluence, Visio, Tableau, Power BI, SQL, or comparable workflow, collaboration, visualization, and reporting tools.
• Familiarity with change management, process maturity assessments, internal controls, data modernization, or software lifecycle governance.
