Brief Job Description

The Manager IV reports to the Director of Information Technology (IT) Compliance and Planning. Working under minimal supervision with considerable latitude for the use of initiative and independent judgment, the Manager IV performs advanced (senior-level) managerial work administering daily operations and activities for the Advanced Planning Document (APD) Coordination team in support of social service programs such as Texas Medicaid and CHIP programs. One of the primary responsibilities includes routinely interacting and collaborating with program staff and IT representatives as well as agency federal partners such as the Centers for Medicare and Medicaid Services (CMS), Department of Agriculture (USDA)/Food and Nutrition Service (FNS) (USDA/FNS) and Administration for Children and Families (ACF). This position is responsible for managing the daily activities of staff on the APD Coordination team. Communicates performance expectations to staff, arranges for appropriate and available resources for staff, monitors staff activity and performance, and holds staff accountable for achieving expectations. Counsels, disciplines, and recommends resolution for employee problems. Oversees staff schedules, including approval of leave. Interviews job applicants and makes hiring recommendations and assists in training new personnel. Other responsibilities include leading, planning, managing, reporting, and directing APD Coordination team activities. Provides leadership and direction that fosters teamwork, professional collaboration, and a spirit of partnership with leadership, division staff and key customers and stakeholders. Manages activities of staff instituting a culture of superior customer service and quality products. Oversees the establishment of goals and objectives. Develops and approves priorities, and standards for achieving goals. Oversees staff development plans and activities. Plans, assigns, measures, and supervises the work of others. The Manager IV position participates in the preparation of financial information for use in APD submissions. Evaluates Federal Financial Participation (FFP) levels and determine the appropriate allocation of project resources at those levels. Gathers expenditure information from various sources and tracks expenditures against cost models to identify discrepancies. Monitors ongoing project and operational financial data. Maintains records of all financial data, both historical and in flight, and reports on funding allocations to internal stakeholders and federal partners. This position manages process improvement, oversees the development of, and institutes the measurements, guidelines, procedures, policies, rules, and key performance indicators. Monitors compliance with policies and procedures. Plans, implements, coordinates, monitors, and evaluates policies and procedures. Monitors state and federal rules, regulations, and reporting requirements for APDs. Evaluates policy and procedure changes, determining impact and identifies areas of needed change, makes recommendations and implements the change. This position is classified as a fulltime position (40 hours a week). Work outside of regular hours may be required. Performs other duties as assigned.

Prepares monthly management reports and APDs that are submitted to federal partners. Reviews and approves documents and reports for executive leadership developed by employees to ensure content is accurate, correct, and of professional quality and appearance.

Responsibilities includes routinely interacting and collaborating with program staff and IT representatives as well as agency federal partners such as the Centers for Medicare and Medicaid Services (CMS), Department of Agriculture (USDA)/Food and Nutrition Service (FNS) (USDA/FNS) and Administration for Children and Families (ACF).

Provides technical assistance and expertise to stakeholders regarding questions related to APDs. Develops and implements quality assurance techniques for evaluating ADPs and ensuring documentation is compliant with established policies.

Initial Screen Criteria

Bachelor’s degree in public administration or related field from an accredited four-year college or university. Minimum of 5 years of relative work experience may substitute for required education.

Minimum of five years of full-time experience performing supervisory or managerial work.

3 years of experience in SNAP, TANF and Medicaid policy and procedures.

Experience working with federal agencies such as the Centers for Medicare and Medicaid Services.
