Job summary

Casa de Amparo is seeking a Program Director to oversee the Intensive Outpatient Program (IOP) and Partial Hospitalization Program (PHP) for adults. You will supervise staff, ensure clinically appropriate services, and coordinate with County partners to maintain regulatory compliance.

The role requires a California licensed mental health professional with at least 3 years of post-master’s clinical experience and strong leadership, communication, and organizational skills.

Qualifications

  • Must be a California licensed mental health professional with a minimum of three (3) years of full-time direct clinical experience post Master’s degree.
  • Master’s degree from an accredited college or university is required.
  • Experience with Medi-Cal, Specialty Mental Health Services, county contracts, utilization management, and EHR systems is required.
  • Two years of management experience is preferred.
  • Strong interpersonal, time-management, organizational, and written/verbal communication skills are essential.

GENERAL FUNCTION: Manages Casa de Amparo’s Intensive Outpatient Program (IOP) and Partial Hospitalization Program (PHP), a combined service program for adults receiving specialty mental health services. Oversees assessment, treatment planning, service delivery, program operations, staffing, documentation, quality assurance, utilization management, billing productivity, County communication, and compliance with contract, Medi-Cal, accreditation, and regulatory requirements. Provides management and support for Clinicians, Nurse, Peer Support Specialist, and Billing & Administrative Support staff. May provide direct clinical services and clinical supervision based on qualifications.MAJOR TASKS:Treatment/Supervision:Supervise program staff, assuring collaboration with the County, external service providers, community partners, and internal Casa de Amparo departments.Oversee development and implementation of assessments, problem lists, treatment and care plans, transition of care plans, discharge plans, and other required documentation.Ensure medically necessary specialty mental health services are provided in accordance with client needs, scope of practice, contract requirements, and applicable regulations.Oversee the provision of IOP/PHP services including assessment, plan development, collateral, individual/group/family therapy, rehabilitation, crisis intervention, case management, peer support and/or recovery services, skill building groups, process groups, adjunctive therapies, psychotherapy, group treatment, and structured milieu programming.Develop staff schedules, group schedules, training schedules, treatment services schedules, and other schedules necessary for operating the IOP/PHP program.Assure clinical support and presence during treatment hours in accordance with client needs, regulations, staffing ratios, and contract requirements.Coordinate with the Chief Programs Officer to monitor the provision of psychiatric assessment and psychiatric contacts in collaboration with the Consulting Psychiatrist and program staff.Oversee and/or provide clinical supervision to licensed providers, registered licensed-eligible providers, clinical trainees, or other clinical staff as needed and dependent on qualifications.Ensure that care is provided by staff that is knowledgeable and respectful of differing cultures and the norms that exist within various cultures.Provide direct clinical services with a small clinical caseload as needed.Administrative:Serve as the primary program contact and single point of contact for County correspondence, including timely response to emails, telephone calls, and other correspondence.Notify the County and Chief Programs Officer of planned absences from the program and assure alternate program coverage as required.Assure treatment services meet all contract, Medi-Cal, accreditation, documentation, and regulatory requirements in coordination with the Chief Programs Officer, Quality Assurance, and other leadership staff.Coordinate with Quality Assurance staff to conduct chart audits, monitor documentation quality, and follow up with staff for chart and billing completion.Manage program productivity, appropriateness of services, authorization needs, and billing readiness in coordination with leadership and administrative support staff.Complete County requested summaries, reports, data reviews, staffing updates, and other program documentation as assigned.Facilitate Treatment Team meetings and other program meetings to review client progress, service needs, risk, transitions, and discharge planning.Assure staff participation in required in-service trainings and maintain awareness of required training logs in collaboration with Training and Staff Development Manager.Review program statistical reports and client outcomes and discuss with the Quality Assurance Team and Clinical Team as appropriate to improve service delivery.Adhere to and assure staff compliance with Casa de Amparo’s Code of Ethics, Policies & Procedures, Employee Handbook, and all applicable program requirements.Perform other relevant duties as assigned.QUALIFICATIONS:Must be able to be associated with Casa de Amparo through Community Care Licensing (CCL), if applicable to the program/site, which typically includes clearance by FBI, DOJ and CACI.Master’s degree from an accredited college or university required.Must be a California licensed mental health professional with a minimum of three (3) years, full-time direct clinical experience post Master’s degree working with adults. Any exceptions are contingent upon County Contracting Officer Representative (COR) approval.Two years post licensure in order to provide clinical supervision preferred.Previous experience with Medi-Cal, Specialty Mental Health Services, County behavioral health contracts, utilization management, billing requirements, and electronic health records required.Two years management experience preferred.Knowledge of IOP/PHP services, day treatment intensive services, therapeutic milieu programming, crisis intervention, co-occurring treatment, trauma-informed care, recovery-oriented services, and community-based behavioral health care preferred.Knowledge of adults with serious mental health needs, including adults stepping down from acute care or at risk of requiring higher levels of care.Must possess strong interpersonal, time-management, organizational, written/verbal communication skills, and intermediate computer literacy. English proficient/Bilingual Spanish preferred.Must have ambulatory, auditory, and visual skills to observe clients and staff.Must have the physical ability to participate in activities and perform related physical skills, including, but not limited to, crouching, lifting 50 pounds, crawling on hands and knees, and walking up and down stairs.Ability to comply with all employment requirements including, but not limited to CPR/First Aid, physical, TB and drug screen clearance, clear DMV record and approval from insurance carrier to drive agency vehicles. Must provide proof of immunization against influenza, pertussis, and measles.Must be at least 21 years of age.
