Monitors, analyzes and interprets investment portfolio performance evaluation reports to make recommendations to management and/or the investment committee and board of managers on changes to pension and investment policy. Frequently engages with bankers, investment brokers, and other key financial contacts. Duties include treasury accounting, activities related to issuance and maintenance of bonded debt obligations and manage audit of benefit plans.**Minimum Specifications****Education*** Must have a bachelor’s degree in public administration, Finance or Business with at least eighteen hours of accounting and/or finance courses.* Minimum of five (5) years of experience managing the assets of defined contribution plans, defined benefit plans and/or operating fund investments.**Experience*** Experience formulating investment strategies for maximizing the value of funds invested for return.* Knowledge of local government investments and related accounting.* Experience with bonded debt matters.* Knowledge of both defined contribution and defined benefit plans, investments and reporting.* Analytical, problem-solving, decision-making, strategic thinking and planning skills. High level of accuracy and attention to detail.* Strong business acumen and ability to see the big picture.* Must be able to handle several activities simultaneously with attention to detail and adherence to deadlines and accuracy.* Excellent communication (written/verbal), interpersonal and presentation skills to effectively interface with and influence internal/external contacts.**Equivalent Education and/or Experience*** May have an equivalent combination of education and/or experience in lieu of specific education and/or experience as stated above.**Skills or Special Abilities*** Critical Thinking: Using logic and analysis to identify the strengths and weaknesses of different approaches; using basic math to perform quick analysis.* Accuracy: Paying attention to detail in dealing with numbers, words and ideas.* Record Keeping: Principles and practices for the collection and recording of information for use in reporting presentations.* Collaboration: Establish and maintain positive working relationships, using these connections to effect change.* Reporting: Research, analyze, and compile data; find ways to structure or classify information concisely.* System Ability: Muti-task by working with multiple software packages simultaneously.* Communication: Strong oral, written and presentation skills with the ability to communicate effectively and articulate information in easily understandable terms.* Self-Management: Work independently and without supervision.**Responsibilities*** Works with Treasury Director and external asset managers to build and maintain investment portfolios, analyze the market environment, monitor portfolio performance, and make necessary rebalancing recommendations based on account balances and Parkland policy.* Manages District’s operating cash and construction funds according to Board-approved policy. Works with asset managers, mitigates risks and optimizes returns for Parkland investment portfolios.* Supports Parkland's benefit plan participants, securing future financial well-being by managing risk and providing a robust menu of investment options.* Serves as point of contact for custodians and other relevant vendors to execute investment management directions, reconcile positions, review global market, and resolve issues.* Assists with funds flows to and from managed investment accounts to maintain proper allocation of investments according to approved investment policies.* Assists Treasury Director with rebalancing of portfolios on a quarterly basis, or more frequently if needed.* Prepares reports and analysis for portfolio management, investment committee, board of managers, and others.* Assists with due diligence surrounding existing and prospective investment managers including documentation, performance strategy monitoring, contract review and attending manager and committee meetings.* Assists with annual retirement plan audit preparation, prepares financial work papers, attends audit meetings, and collaborates with accounting staff and external audit staff on investment and debt-related activities.* Conduct's research and provides recommendations to issues as they arise.**Job Accountabilities*** Identifies ways to improve work processes and improve customer satisfaction. Makes recommendations to supervisor, implements, and monitors results as appropriate in support of the overall goals of the department and Parkland.* Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.* Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area.* Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
