Our Centralized Investigations & Audits Unit (CIAU) within our Business and Professions Division (BPD) are currently recruiting for two (2) Investigation Supervisors. These roles are responsible for ensuring high quality, timely investigations while leading staff in a collaborative hybrid work environment and effectively guiding teams through organizational change.

The Department of Licensing (DOL) Business & Professions Division (BPD) has 34 business and professional licensing programs and manages 132 license types. The agency and division’s purpose is "Helping every Washington resident live, work, drive, and thrive." Centralized Investigations and Audits Unit promotes public safety and customer protection through regulation and education. The goal is to provide public safety and welfare in all areas we license and to protect and preserve the investments and properties of the citizens of the state.

As an Investigations Supervisor, you will direct and oversee the day-to-day work of a team of investigators to ensure unit goals and expectations are met. You will lead a group that supports compliance within our Centralized Investigations and Audits Unit (CIAU) to ensure professional business license holders are supported through the investigative process. You will review investigations while ensuring due process and investigative processes are followed and equitable. Your team will rely on your collaborative and proactive leadership to support their caseload and duties as assigned. Being the supervisor of this diverse and multilayered team within DOL, you will develop expectations, collaborate to identify the best practices, offer education and technical assistance to customers and the public, and work to ensure proper standards are met. It will be leadership and development that drives your success in this role.

Some of what you will do:

• Supervise a team of investigators including work assignment and mentorship in a hybrid setting.
• Conduct expert level investigations including unlicensed activity and sensitive areas of investigation.
• Develop training materials and plans, performance assessments, and guidelines to ensure consistent team performance and teach a full range of duties and disciplines.
• Assist in the review, revision, and implementation of state laws, rules, and regulations pertaining to professional licensing.
• Present investigative results, enforcement actions, and findings to leadership regularly.
• Testify in administrative hearings and deliver oral or written reports as requested.

What you will bring to the position:

• Six (6) years of experience as an investigator with a criminal justice government agency or private organization, or other directly related field including three (3) years of field investigation experience.

OR

• Five (5) years of full time experience in investigations involving personal background, unfair or deceptive business practices, insurance casualty claims, or similar allied topics.

OR

• Four (4) years of experience as an Investigator 3 with at least one (1) year of supervisory experience.

Two (2) years of relevant education may substitute for one (1) year for experience.

Experience must include:

• Two (2) years of supervising, coaching, or leading diverse groups and staff while using human resource principles and implementing plans, expectations, processes and manuals.
• Five (5) years of experience in the following:
  • Interpreting and applying rules and laws, administrative statutes, or federal regulations in the course of investigatory duties or enforcement.
  • Gathering, preserving, and presenting evidence in reports to support enforcement actions, including disciplinary measures, denials, or actions to prevent unauthorized or non-compliant activity.
  • Operating multiple web and computer based software programs or case management systems to input, access, retrieve, and review information pertinent to investigative processes.
• Four (4) years of using computer programs to write documents, send emails, and edit spreadsheets.
• The ability to:
  • Understand and follow agency values of respect, trust, diversity, equity, and inclusion through behaviors, and decisions.

  • Promote and support respectful, equitable, and inclusive delivery of services to customers.

Experience can be gained concurrently.

What may help set you apart:

• One (1) year of experience investigating professions licensed and regulated in any of the following industries: Real Estate Brokers, Appraisers, , Home Inspectors, Bail Bond Agencies, Body Art & Body Piercing, Cosmetology, Private Investigators, and Security Guards/Security Guard Agencies,
• Experience reviewing, analyzing, drafting, and presenting legislative or rule making proposals.
• Experience planning and facilitating meetings in large and small groups.

Additional Requirements of Employment:

• While this position is hybrid, you will be expected in office every Wednesday and Thursday at our Olympia, WA Office location.
