El Paso County is seeking an Operations Manager who will lead the Department's administrative management, planning, organizing, and directing the operations that serve the general public in need of general assistance.

The incumbent will supervise staff, set priorities, manage budgets and contracts, and ensure compliance with laws, policies, and grant requirements. The role emphasizes staff development, training, and cross‑department collaboration to achieve department goals.

Essential Duties

Supervises subordinate staff; provides work direction and technical instructions; arranges for staff training; sets and prioritizes work assignments; evaluates staff; implements disciplinary actions as necessary; Performs or delegates managerial functions of planning, organizing, prioritizing projects/tasks; assigning cases; documenting activities in the case management system; keeping departmental statistics and preparing reports; and ensuring full compliance with existing laws, office policies, contract requirements, and instructions for the achievement of both short and long term department goals; Develops office procedure and policies, drafts and reviews legal documents in collaboration with staff attorneys; Develops technical procurement specifications and coordinates with appropriate support departments to direct the procurement process from inception to conclusion; Develops policies and procedures to ensure appropriate procedures are in place for effective department operations and compliance with grants and contracts; Prepares the budget portion of grant applications for state and federally funded projects; Prepares monthly and/or quarterly expenditures reports for county funded and grant programs; Oversees project development, implementation, and compliance with contracted guidelines; utilizing judgment in adapting and applying guidelines; Monitors and oversees department operations to assure that services delivered are in compliance with, applicable laws, rules and regulations established by federal, state, and local laws and by applicable standards established by the County and the department; Performs complex studies, management analysis, calculations, and computations of organizational, resource and other departmental operational issues as directed by the Department Head; prepares plans, and reports; stays abreast of new trends and innovations in the field; Participates in the development and implementation of the departmental strategic plan to accomplish goals and objectives; Identifies operational problems and initiates resolutions; Maintains statistical database on office operations; Develops new programs and methodology; Approves purchases for equipment, supplies and commodities; conducts periodic inventories; Ensures the proper maintenance and repair of equipment and automated systems; Negotiates vendor and service provider contracts; Coordinates and approves vendor payments; Supervises payroll processing and personnel records administration; Posts vacant jobs; Participates in interviewing job candidates; Tracks employee leave requests; Functions as the department liaison with the Human Resources department when processing new hires, separations, and entry of all actions in the Human Resources system; Responsible for making financial recommendations to Department Head on capital purchases, annual budget and expense allocations; oversees financial planning for departmental functions and needs; Promotes financial and operational stability of the Department including the efficiency and effectiveness of its operations and recommends best practices; Advises and assists the Department Head in the management of professional staff including recruiting, examinations, promotions, merit increases, reclassifications, revisions to class specifications and discipline; Oversees and enforces compliance with support staff; Serves as a public relations liaison with the media, attorneys and the courts, and other county departments; Responds to questions, complaints and issues; Coordinates and prepares multiple department operating budgets and oversees the allocation of resources across the Divisions; attends budget hearings with the Department Head before key County Departments and Commissioners Court; Oversee the setting of objectives and evaluation of performance for each of the Divisions within the Department; Oversees department inventory management; tracks equipment life-span and replacement plan; Manages all administrative services functions such as payroll, accounting, supplies, demands and files; Monitors budget expenditures and tracks trends; Prepares reports on expenditures; Identifies and suggests the need for budget transfers and amendments; Develops, implements, and maintains computer programs necessary for daily operations; Serves as network administrator and security manager for automated systems; Oversees the department’s physical security, emergency preparedness, and COOP; Monitors and evaluates all accounting functions to ensure all functions are performed in accordance with sound accounting principles and procedures; Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and Creates a high-quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.

Manages contracts with community based organizations; Provides logistical coordination and support to all departments in the FYSC; Conducts special studies, assessments, and projects; The incumbent ensures timely enforcement of court orders providing for the payment of child support, medical support, and access and possession; Developing and implements appropriate procedures and policies in line with the requirements of the Office of the Attorney General contracts; Overseeing and monitors policy changes to ensure compliance; Represents the interest of El Paso County DRO in interactions internally and externally. Supervision contracts, case management oversight of the staff performing enforcement to ensure that each case benefits from timely enforcement of each court order;

Other Important Duties

Performs such other related duties as may be assigned; Performs delegated duties sufficient to maintain continuity of normal operation in the work area; Maintain a safe and healthy work place environment; As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.

The Operations Manager works under limited direction, performs administrative management duties for the Department. The incumbent provides integrative management and leadership for the Department to include planning, organizing, and directing the operations of the Department which provides services to the general public in need of general assistance. The Operations Manager represents the Department in the absence of the Executive Director and provides highly responsible and complex administrative support to the Executive Director.

HOLIDAYS

16 holidays per year as recognized.

VACATION

Accruals are credited on a biweekly basis and available for use as it is accrued after 6 months of continuous service. Year to year carry-over accruals are limited to twice the employee's annual rate. Part-time employees accrue vacation at half the rate of full-time employees.

SICK LEAVE

Accruals are credited on a biweekly basis and available for use as it is accrued after 3 months of full time service. Employees accrue 15 days of sick leave per year.

RETIREMENT

Retirement benefits are provided by the Texas County and District Retirement Fund (TCDRS). Regular employees become a member of TCDRS upon hire. All regular employees are required to contribute 7% to the retirement fund and the County matches 250% upon eligible retirements.

Deferred Compensation

Employees may defer earnings, on a pre-tax basis, into a 457 deferred compensation program. This is an optional program.

LIFE INSURANCE

Full-time County employees are provided a basic life insurance benefit of $10,000 life insurance at no cost. Supplemental coverage is available for additional fees.

LONG-TERM DISABILITY

The Long-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period above 90 days.

SHORT-TERM DISABILITY

The Short-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period shorter than 90 days.

RETIREE HEALTH INSURANCE

Employees who retire from the County are eligible to continue Health Insurance at the rate set by the El Paso County Risk Pool Board.

EMPLOYEE ASSISTANCE PROGRAM

Employees are enrolled in an Employee Assistance Program that provides a variety of counseling services.

SECTION 125 MEDICAL & DEPENDENT CARE PROGRAM

The section 125 program is optional for employees and provides a method to pay medical and dependent care expenses on a pre-tax basis.

HEALTHY LIFESTYLE REIMBURSEMENT

Reimbursement of $15 per month for 6 months of continuous gym usage.

EDUCATIONAL ASSISTANCE PROGRAM (EdAP)

Reimbursement up to $2000 per calendar year for eligible education expenses.

EMPLOYEE FITNESS AND WELLNESS CENTER

The Employee Fitness and Wellness Center opened in October 2021 at the County Courthouse. The cost is $5 per employee per month.
