POSITION DESCRIPTION:
The Assistant Education Administrator for Multilingual Learners leads the development, organization, implementation and coordination of specific services and supports for multilingual learners throughout the district. Guided by the district's vision, mission and goals, this Assistant Education Administrator will provide instructional leadership and support to school leaders, teachers and staff. This position reports directly to the Education Administrator for Curriculum & Professional Development
ESSENTIAL FUNCTIONS:
- Provides districtwide leadership for K-12 MLL instructional, curricular and professional development initiatives
- Oversees data collection and analysis for planning, scheduling and leads in the use of language proficiency data with state level assessment and achievement data to improve the overall achievement of MLL students
- Facilitates the design and implementation of a District strategic five-year plan for English language acquisition
- Conducts policy analysis and contributes to policy development related to MLL students and MLL curriculum and instruction
- Implements a comprehensive program for increasing English language acquisition and academic achievement for all Multilingual learners
- Promotes and supports the development of and the effective implementation of Dual Language programs
- Collaborates with District administrators to integrate effective language acquisition instruction into all classrooms
- Implements a professional development plan to provide culturally responsive instruction to all students
- Maintains compliance with federal, state and District policies and regulations
- Supports school leaders in supervising staff and evaluating certified staff and program effectiveness
- Interacts with District, schools, parents and MLL students, as appropriate, to meet the needs of all Multilingual learners
- Reviews and analyzes student achievement data and makes recommendations to immediate supervisor and to the Assistant Superintendent and to schools on key strategies to increase student achievement
- Provides direction for instructional programs and testing, including LAS Links and SBAC, within the policies, goals and objectives of the District
- Oversees the District budget assigned to the MLL Department, including developing and monitoring assigned budgets, including for the Title III program implementation
- Consistent with the District's vision, promotes and implements identified strategies to accelerate language development, academic literacy and disciplinary knowledge of all students, specifically MLLs
- Promotes and models leadership in the change process for continuous improvement and leads transformative changes, as appropriate
- Works with District administrators and school leaders and staff to create and continually adjust the World Language curricula
- Plans and implements districtwide professional development for World Language teachers
- Works with administrators in the evaluation of instructional materials, including textbooks, digital resources, library/media acquisitions and other instructional materials
- Creates relationships with a wide number of colleges and universities for the recruitment of bilingual and World Language teachers
- Works with District School Support and Improvement team and school administrators to improve consistency of practice within and across the schools
- Provides technical assistance in the area of MLL and World Language programming to school leaders and District staff in the areas of evaluation, staff support, staff recruitment and curriculum implementation
- Performs other duties as assigned by the Education Administrator for Curriculum & Professional Development, the Assistant Superintendent of Schools and/or Superintendent of Schools
- Coordinates all activities with Education Administrator for Curriculum & Instruction
- Promotes good public relations
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge and understanding of bilingual/ESL/Dual Language education theory
- Successful experience in curriculum development and enhancement, professional development and program evaluation
- Knowledge of Connecticut requirements for the World Language program
- Successful experience in writing, contributing to and managing grant programs to support MLL programs
- Knowledge of current, successful teaching methods and educational pedagogy for MLLs and in teaching World Languages
- Ability to establish and maintain cooperative working relationships
- Demonstrates knowledge and understanding of a variety of assessment methods
- Strong commitment to continuous improvement
- Excellent professional learning presentation skills with knowledge of adult learning styles
QUALIFICATIONS
- Minimum of five (5) years of successful teaching
- Administrative certification or eligibility for certification (092) in the State of Connecticut
- A Masters Degree or higher in a related field (multilingual education, a world language, etc.)
- Knowledge of relevant state and federal laws, regulations and procedures related to MLL requirements, assessment, accountability and student achievement
- Leadership ability in school administration, instructional strategies and assessment
- Ability to use computer network systems and software applications as needed
- Proven leadership and organizational skills and the ability to motivate people
- Demonstrate integrity and good moral character and initiative
- Demonstrate the ability to communicate effectively in English, both orally and in writing
- Spanish fluency (preferred)
