Job summary

Job description

  • Modify construction contracts within the scope of the contract under various clauses (e.g., Changes, Differing Site Conditions).
  • Perform actions and advise others in resolving change orders, claims, differing site conditions, and contract delays.
  • Assure review of project plans and specifications prior to contract advertisement to determine constructability and anticipate difficulties.
  • Identify the need for and process contract modifications and change orders, including the preparation of government estimates.
  • Participate in the oversight of all field and office engineering functions for projects.
  • Resolve problems encountered and advise on the appropriate course of action involving customer expectations and engineering requirements.
  • Provide advice, guidance, and consultation on highly challenging and complicated contract administration and construction operational problems.
  • Furnish technical advice to other engineers and construction representatives on specific construction problems.
  • Interact with the using agency, customers, contractors, designers, and project managers to achieve successful construction management results.
  • Influence or persuade others to comply with established policies or to accept established methods using persuasion or negotiation.
  • Participate in Partnership Sessions with designers, contractors, and using agency representatives.
  • Conduct and/or participate in meetings to discuss proposals on settlement of claims and controversial proposals presented by contractors.
  • Organize work, set priorities, and determine resource requirements to achieve short- or long-term goals and strategies.
  • Assist the Resident Engineer in planning work programs and the need for inspection personnel in the project office.

  • Monitor progress and evaluate outcomes to improve organizational efficiency and effectiveness.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires registration as a Professional Engineer or Registered Architect. *not required at the GS 12. Incumbent is expected to obtain PE/RA within 24 months before being promoted to the target GS 13.
  • This position requires Level II Contracting Certification. *ACO Warrant not required at the GS 12. Incumbent is expected to pursue Level II certification and to complete all requirements within 24 months of appointment, for GS 13 target

GS 12 Specialized Experience:
One Year of specialized experience defined as applying architectural or engineering principles to support construction management operations, including reviewing project plans, facilitating construction schedules, and resolving standard contract administration issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
GS 13 Specialized Experience:
One Year of specialized experience defined as independently serving as a senior technical authority in architectural or engineering construction management, overseeing complex contract administration, and negotiating settlements for highly challenging construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12)
