The role requires a bachelor’s degree in electrical or computer engineering and at least five years of SCADA experience in water/wastewater.

JOB SUMMARY:

Under Director of the Public Utilities Manager-WWTP, this employee is responsible for administration of all instrumentation, computer control and electrical systems for the Department of Public Utilities-WWTP. This employee supervises subordinate personnel engaged in planning, installing and maintaining the instrumentation, computer control and electrical systems within the water and wastewater treatment facilities, raw water wells, elevated tanks, collection and storm water pumping stations, SCADA system, local and wide area networks. The Instrumentation Control & Electrical Manager exercises extensive initiative and independent judgment in solving problems as they develop in order to maintain the continuous, effective, efficient, and safe operation of the instrumentation, computer control and electrical systems within the Public Utilities Department. Technical and computer expertise is of prime importance as error in technical judgment could result in extensive damage to the environment, facilities or both. Duties include enforcing safety precautions for employee and operational staff, implementing preventive maintenance programs and estimating cost for instrumentation, computer control and electrical systems projects. Work is performed with wide latitude in the use of independent judgment and selection of work methods and procedures. Work is reviewed through conferences, reports and observation of the operational success of the instrumentation, computer control and electrical systems and achievement of objectives.

This is an essential position, which requires incumbents to report to work during catastrophic events. In case of such an event, incumbents maybe required to work 12-hour shifts, seven days a week to help provide essential services to our customers.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:
  • Plans and supervises the installation and maintenance of instrumentation, computer control and electrical systems within the Public Utility-WWTP department; oversees testing of equipment and systems; enforces safety precautions for employees and the public; estimates costs for system projects.
  • Directs preventive maintenance programs; reviews daily work orders; oversees movable and fixed asset inventory; verifies monthly expense reports; assist in preparation of annual divisional program budgets.
  • Consults with engineers staff regarding new construction projects; recommends additions and replacements of instrumentation, computer control and electrical systems; maintains service and maintenance records of repairs.
  • Makes recommendation regarding hiring, discipline and promotion of subordinates; authorizes leaves and overtime; evaluates and rates employee performance.
  • Insures that the Public Utilities–WWTP department instrumentation, computer control and electrical systems are performing and operating efficiently.
  • Coordinates the daily operations of the Public Utilities-WWTP department instrumentation, computer control and electrical systems. Confers with and advises the staff on difficult technical problems in their assigned areas.
  • Initiates and directs instrumentation, computer control and electrical systems investigations, troubleshooting and directs modification to the system to improve efficiency and performance.
  • Directs and reviews the preparation of plans, specifications and contracts for construction, repair or maintenance to facilities.
  • Authorizes and recommends purchases of supplies and equipment; conducts weekly staff meetings with subordinates.
  • Coordinates divisional training programs.
  • Works with consulting engineering firms making recommendations for new facilities, equipment and modifications of existing facilities.
  • Follows safety procedures and promotes a safe work environment.
  • Must effectively and positively represent the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
  • Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers.
  • Performs other job duties as assigned.
EDUCATION/EXPERIENCE:

Required:
  • Possession of a Bachelor’s degree from an accredited college or university in electrical or computer engineering, or related field
  • Five (5) years of progressively responsible experience in the design, installation, operation and maintenance of plant process control and data acquisition (SCADA) systems in the water and wastewater treatment plant industry, or an equivalent combination of training and experience.
  • Experience in the development of process and instrumentation diagrams (PID), telemetry and control systems philosophies, as well as design, specification and selection of control system instrumentation including; Distributed Control Systems, Programmable Logic Controllers (PLC), and radio telemetry systems, GE Digital iFIX configuration and PLC Programming, systems start-up, testing and installation, project review and coordination, or similar experience.
  • Experience with GE Digital iFIX, EcoStruxure & RSLogix 500 control system software running under the Microsoft Windows platform as well as experience or knowledge of ladder logic programming for Allen-Bradley, Schneider, and Modicon PLCs, or similar experience.
Preferred:
  • Possession of a Master’s degree from an accredited college or university

KNOWLEDGE, SKILLS, ABILITIES:
  • Knowledge of the Ge Digital iFIX control system software as well as logic programming for other applicable software applications.
  • Knowledge of federal, state, county, and municipal laws and regulations relating to treatment of water and wastewater.
  • Knowledge of chemical and physical processes involved in the treatment of potable water and wastewater.
  • Knowledge of municipal organization, programs and policy, of union contract provisions and applicable safety rules and regulations.
  • Knowledge of the electronics and electric circuitry used in Utilities operations.
  • Skill in diagnosing problems related to Controls/Instrumentations and Electronics.
  • Skill in dealing withcomplex technical, scientific, or mathematical concepts that increases the efficiency and effectiveness of the organization.
  • Demonstrated skill in the ability to analyze and make recommendations on how to improve the operational performance of the department.
  • Ability to develop, organize, coordinate and inspect the work of subordinate personnel.
  • Ability to communicate clearly and concisely both orally and in writing.
  • Ability to establish and maintain effective working relationships with employees, the city’s management team, and the general public.
  • Ability to establish operational goals and priorities.
  • Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public.

Repeated participation in any examination for which the same test is used is limited to once every 6 months. Your examination results will be sent by email as soon as possible after the grading is completed.

Final passing grades are used to determine a candidate's position on the eligibility list of successful candidates. Departments fill vacancies from this list. The top three names are considered for each vacancy unless otherwise modified. Those not appointed are returned to the eligibility list for further consideration in accordance with the Civil Service Ordinance. Your name will remain on a register for one year for open competitive examinations and two years for closed competitive except where labor contract conflicts.

Your name may be removed from an eligibility list prior to one year according to Hollywood's Civil Service Ordinance or labor contracts.
