Job summary

National Experienced Workforce Solutions (NEW Solutions) seeks a Learning and Development Specialist to lead the RTCA Community Assistance Academy. The role designs, delivers, and improves training for experienced workers under the ESP with NPS.

The ideal candidate holds an MA/MS in instructional design or related field, plus formal adult-learning certification and at least five years in federal/training environments. Position funded up to 780 hours; travel may be required.

Qualifications

• MA/MS Degree in Instructional design or related field.
• Formal training or certification in adult learning or instructional design.
• Experience with federal programs or practitioner-based training environments (min 5 years).

Responsibilities

• Lead coordination, design, delivery and continuous improvement of the RTCA Community Assistance Academy.
• Develop curriculum and training delivery plans; schedule, track and report.
• Translate best practices into accessible learning experiences using real-world cases.
• Identify and coordinate qualified trainers; promote training engagement.
• Assess training needs and evaluate course effectiveness; propose improvements.
• Prepare briefings and memos on evaluations and program impact for leadership.
• Foster Communities of Practice to support peer learning and knowledge sharing.
