Qualifications

  • Bachelor’s degree in Instructional Design, Education, Adult Learning, Training and Development, Educational Technology, or a related field preferred.
  • Minimum of five (5) years of professional experience in instructional design, adult education, curriculum development, or training program development.
  • Demonstrated experience in instructional design, adult education, curriculum development, or training program development.
  • Experience in developing, reviewing, or advising examination and assessment processes aligned with competency and proctoring standards.
  • Preferred: experience supporting regulatory, technical, environmental, or compliance-focused training programs.
  • Preferred: Certified Instructor Trainer (CIT) or comparable certification is desirable.

Position Summary

The Instructional Designer develops and supports effective adult-learning programs delivered through in-person and e-learning formats. This role applies instructional design principles to create training materials, assessments, and learning experiences that meet program objectives and applicable regulatory requirements. The Instructional Designer also supports exam development and administration processes aligned with 40 CFR Part 171 competency and proctoring standards.

Duties and Responsibilities

  • Design, develop, and update instructor-led, virtual, and e-learning training programs using adult-learning and instructional design principles.
  • Develop course content, lesson plans, instructional materials, facilitator guides, assessments, and other training resources.
  • Collaborate with subject-matter experts to translate technical and regulatory information into clear, effective learning content.
  • Support the development, review, and validation of examinations and competency assessments.
  • Ensure applicable examination and proctoring processes align with 40 CFR Part 171 requirements and established program standards.
  • Evaluate training effectiveness and recommend improvements based on learner performance, feedback, and program requirements.
  • Review existing training materials for accuracy, consistency, instructional effectiveness, and regulatory alignment.
  • Provide technical guidance and recommendations related to instructional strategies, assessment methods, and training delivery.
  • Maintain training documentation, course materials, assessment records, and other required program documentation.

Required Skills and Abilities

  • Active and valid driver’s license maintained throughout employment
  • Strong knowledge of adult-learning principles and instructional design methodologies.
  • Proficiency in developing both instructor-led and e-learning training.
  • Ability to develop learning objectives, curricula, assessments, and instructional materials.
  • Knowledge of exam development, competency assessment, and proctoring practices.
  • Familiarity with 40 CFR Part 171 competency and certification requirements.
  • Strong written communication, editing, and content-development skills.
  • Ability to translate complex technical information into clear, learner-focused content.
  • Strong organizational, analytical, and project-management skills.
  • Ability to collaborate effectively with subject-matter experts and multidisciplinary teams

Education and Experience

  • Required: Bachelor’s degree in Instructional Design, Education, Adult Learning, Training and Development, Educational Technology, or a related field preferred.
  • Required: Minimum of five (5) years of professional experience in instructional design, adult education, curriculum development, or training program development.
  • Required: Demonstrated professional experience in instructional design, adult education, curriculum development, or training program development.
  • Required: Prior experience developing, reviewing, or advising examination and assessment processes aligned with competency and proctoring standards.
  • Preferred: Experience supporting regulatory, technical, environmental, or compliance-focused training programs
  • Preferred: Certified Instructor Trainer (CIT) credential or comparable professional certification is desirable.

Physical Requirements

  • Ability to remain in a stationary position and operate a computer and other office or instructional equipment for extended periods.
  • Ability to communicate and exchange information effectively with learners, instructors, subject-matter experts, clients, and other stakeholders.
  • Ability to occasionally move, set up, or transport instructional materials and equipment weighing up to 25 pounds.
  • Ability to travel to training or project locations and conduct or support in-person training activities as required.
Work Environment

Work is primarily performed in office, remote, classroom, and training environments, with occasional work at client or project locations. The position may require extended computer use, virtual collaboration, and facilitation or observation of instructor-led training. Occasional travel, including overnight travel, may be required based on project and training needs
