Revelations Counseling & Consulting LLC is seeking an experienced Instructional Design Specialist in Fredericksburg, VA. The role focuses on designing, developing, implementing, and maintaining high‑quality learning solutions that support employee performance and organizational growth.

Qualifications

  • Bachelor’s degree in Instructional Design, Instructional Technology, Educational Technology, Learning and Development, Communications, or a related field.
  • Minimum of two (2) years of professional experience in instructional design, learning experience design, or a comparable role with direct responsibility for designing and developing learning solutions.
  • Experience developing eLearning using Articulate Rise 360 and Storyline 360, or comparable eLearning authoring tools.
  • Knowledge of instructional design methodologies and adult learning principles.
  • Experience developing a variety of learning materials, including eLearning, instructor‑led training, job aids, assessments, facilitator guides, and participant materials.
  • Demonstrated ability to independently develop learning solutions from needs analysis through design, development, implementation, and evaluation.
  • Experience working collaboratively with subject matter experts to convert complex information into clear and effective learning content.
  • Strong writing, editing, content organization, project‑management, and presentation‑development skills.
  • Ability to manage multiple projects and priorities while meeting established deadlines.

Instructional Design Specialist
Reports to: Training Manager
Position Summary

The Instructional Design Specialist is a specialized individual contributor responsible for designing, developing, implementing, evaluating, and maintaining high-quality learning solutions that support employee performance, operational consistency, organizational growth, and evolving contract requirements.

Reporting to the Training Manager, this position partners with subject matter experts, operational leaders, trainers, and other internal stakeholders to translate complex information, processes, and performance expectations into effective, engaging, accessible, and measurable learning experiences.

The position is primarily aligned with the Training Department and provides enterprise content-development support to Communications/Marketing and Business Development when instructional design, visual communication, and content-development expertise can add value. The role also supports new contracts, program implementations, and other company training needs while helping preserve Training Specialist capacity for facilitation.

Essential Duties and Responsibilities
Instructional Design and Curriculum Development
  • Partner with the Training Manager, operational leaders, and subject matter experts to identify training needs, performance gaps, and appropriate learning solutions.
  • Conduct training needs analyses and develop clear learning objectives and competency-based training outcomes.
  • Design and develop instructor-led, virtual instructor-led, self-paced, and blended learning programs.
  • Develop structured curricula for new-hire training, role-specific development, refresher training, compliance education, new contracts, program implementations, and other organizational learning needs.
  • Translate complex operational, technical, clinical, regulatory, contractual, or policy information into clear and accessible learning content.
  • Create facilitator guides, participant materials, presentations, job aids, reference guides, simulations, exercises, assessments, knowledge checks, and other learning resources.
  • Research approved resources and source materials to support the accuracy and currency of training content.
  • Maintain and update training materials as procedures, systems, policies, customer requirements, or contractual requirements change.
eLearning and Digital Content Development
  • Design and develop engaging digital learning experiences, including interactive online courses and microlearning, using Articulate Rise 360, Storyline 360, or comparable technologies.
  • Create storyboards, course maps, scripts, and other development documentation for digital learning products.
  • Incorporate multimedia, visual design, scenario-based learning, and interactive elements where appropriate.
  • Review and test eLearning and other training materials before implementation to verify links, interactions, assessments, navigation, and other functionality operate as intended.
  • Ensure digital learning materials are accessible, user‑friendly, and consistent with organizational standards.
Project Management and Implementation
  • Manage instructional design projects from needs analysis through design, development, implementation, and evaluation, including timelines, stakeholder reviews, revisions, and final deliverables.
  • Manage multiple training‑development projects and competing priorities simultaneously while maintaining quality, meeting deadlines, and keeping stakeholders informed.
  • Coordinate with subject matter experts, trainers, operational leaders, and other stakeholders throughout the development and review process.
  • Support trainers with newly developed or significantly revised training to ensure they understand the content, learning activities, intended delivery approach, and expected outcomes.
Learning Standards and Continuous Improvement
  • Support the Training Manager in establishing and maintaining instructional design standards, templates, and development processes.
  • Evaluate training effectiveness using learner feedback, assessment results, performance data, stakeholder feedback, and other available measures.
  • Recommend improvements to curricula, learning experiences, and training‑development processes based on evaluation results.
  • Identify opportunities to improve efficiency through reusable templates, standardized learning assets, and scalable training solutions.
  • Provide instructional design guidance and coaching to trainers and subject matter experts involved in content development.
  • Support Communications/Marketing initiatives requiring structured educational or informational content.
  • Assist with presentations, infographics, explainer materials, employee communications, and other visual or educational resources.
  • Apply audience analysis, storytelling, information design, and visual communication principles to enterprise content.
  • Partner with Communications/Marketing to ensure instructional and informational materials are clear, engaging, and consistent with organizational branding.
Business Development Support
  • Provide content‑development and visual communication support for Business Development initiatives, as assigned.
  • Assist with capability presentations, customer‑facing materials, solution demonstrations, and other proposal‑support content.
  • Support development of training‑related solution narratives, implementation approaches, and learning strategies for potential customers or contracts.
  • Translate technical or operational concepts into clear visual and written content appropriate for external audiences.
  • Participate in solution‑development and pre‑award activities when instructional design expertise is relevant to the proposed approach.
Required Qualifications

  • Experience developing training within healthcare, military/veteran services, contact center operations, or other regulated environments.
  • Experience developing scenario‑based, interactive, and multimedia learning experiences.
  • Portfolio or work samples demonstrating instructional design and eLearning development experience.
