Qualifications

  • Education in Engineering Technology or Construction Management with five years of inspection experience.
  • Experience in rail, heavy civil, or transportation construction disciplines.
  • Ability to apply codes and standards to field inspections.

Responsibilities

  • Performs field inspection of contractor activities to verify conformance with plans and codes.
  • Prepares daily inspection reports with quantities, tests, and conditions.
  • Identifies nonconforming work and tracks corrective actions.
  • Reviews drawings, submittals, and certifications during inspections.
  • Measures quantities and documents field progress for payments.
  • Witnesses material sampling and testing activities in the field.
  • Coordinates with contractors and management on field inspection matters.
  • Maintains inspection records and safety compliance on site.

Job description

Morgner Construction Management is looking for inspectors to perform field inspection services for construction activities associated with rail, transit, systems, and transportation infrastructure construction projects. Inspects contractor work activities for conformance with contract plans, specifications, and agency quality requirements; prepares inspection reports; and coordinates with construction management and contractor personnel on field quality matters. Available disciplines include rail track, systems/communications, electrical, civil, stations/architectural, fire/life safety, structural, bridge, tunnel, and others as assigned.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. may be required to perform additional, position-specific duties.

  • Performs field inspection of contractor construction activities in the assigned discipline to verify conformance with contract plans, specifications, applicable standards, and codes.
  • Prepares accurate and thorough daily inspection reports documenting work activities, quantities installed, material test results, weather conditions, contractor personnel and equipment, and other relevant field data.
  • Identifies and documents nonconforming work; issues nonconformance notices; monitors contractor corrective actions to verify resolution prior to work resumption.
  • Reviews applicable contract drawings, specifications, submittals, shop drawings, and material certifications prior to and during inspection activities.
  • Measures and records quantities of installed work in support of progress payment verification.
  • Witnesses and documents material sampling, testing, and acceptance activities in the field.
  • Coordinates with contractors, subcontractors, and construction management staff on day-to-day field inspection matters.
  • Participates in pre-activity meetings and pre-installation conferences to review applicable technical requirements prior to construction.
  • Maintains inspection records, field logs, photographs, and other quality documentation in project document management systems.
  • Complies with all project safety requirements, including those applicable to active light rail and commuter rail corridors, and actively participates in site safety programs.
  • Champions and models Sound Transit’s core values and demonstrates values‑based behaviors in everyday interactions across the agency.
MINIMUM QUALIFICATIONS:

Education and Experience: Associate’s or Bachelor’s degree in Engineering Technology, Construction Management, or closely related field and five years of progressively responsible inspection experience in the relevant discipline on rail, heavy civil, or transportation infrastructure construction projects; OR an equivalent combination of education and experience. Candidates must possess inspection experience in one or more of the following disciplines: rail track, systems/communications, electrical, civil, stations/architectural, fire/life safety, structural, bridge, or tunnel construction.

Preferred Licenses or Certifications:
  • ICC Special Inspector certifications in relevant categories.
  • AWS Certified Welding Inspector (CWI) for structural and welding inspection roles.
  • Rail inspection certifications as applicable (AREMA, FRA, or agency‑specific).
  • WABO
  • Valid Washington State driver’s license.
Required Knowledge and Skills:
  • Construction inspection principles and practices in the relevant discipline.
  • Knowledge of codes and compliance requirements for light rail, commuter rail, and transit construction.
  • Reading and interpreting construction drawings, specifications, and shop drawings.
  • Nonconformance documentation and corrective action tracking procedures.
  • Materials sampling and testing procedures for the relevant construction discipline.
  • Construction means and methods for rail, transit, and infrastructure projects.
  • Technical report writing and field inspection documentation.
  • Applicable codes and standards (AREMA, AASHTO, ACI, AISC, NEC, or other relevant standards) for the assigned discipline.
  • Working effectively in field environments including active light rail corridors, commuter rail areas, tunnels, and elevated structures.
Physical Demands / Work Environment:
  • Work is performed in a standard hybrid office and field environment, including active construction sites, light rail corridors, commuter rail areas, transit stations, and facilities that may not be currently served by transit.
  • This role requires visiting construction sites not always accessible by public transit; possession of a valid driver’s license and ability to drive an agency vehicle is required.
