The Colorado Department of Revenue (CDOR) Taxation Division is searching for a strategic, technical, and analytical professional to join our team as a GRC Business Analyst (ITP). In this role, you will be at the center of protecting the safety and compliance of Colorado's state tax administration. You will work within the Governance, Risk, and Compliance (GRC) Unit, which is a vital team inside the division's Research and Legislative Services (RLS) Section. Our unit’s mission is to make sure our state taxation processes follow the absolute best practices for governance, risk management, and legal compliance. We spend our days monitoring database data for quality, finding opportunities to automate complex tasks, and catching operational errors or potential internal fraud.
As a designated Staff Authority for our unit's Insider Threat Program (ITP), you will serve as the department's consultative expert. Agency managers and leadership will routinely rely on your advice and professional findings when making broad, critical decisions about our program policies and strategic directions. Instead of just running basic checklists, you will have the freedom and independent authority to decide how we evaluate operational excellence and compliance across the department. For example, you will decide on the exact benchmarks and quality metrics (such as maximum allowable error rates) that govern whether a compliance task is successfully completed.
In this position, you will balance high-level consulting with deep-dive technical programming. You will spend your time building strong relationships with different tax divisions, studying how tax programs are structured, and writing code to uncover hidden risks. Your work will directly protect state revenue, prevent internal security leaks, and make state government run more efficiently for Colorado citizens.

Education and Experience: A combination of relevant college education (such as Accounting, Finance, CIS, IT, Business Administration, Public Administration, Data Science, or Statistics) and professional experience listed above that equals seven (7) years total.
