Job summary

HDR, Inc. seeks an Inland Empire Area Transportation Program Manager to lead client development, pursue new work, and ensure successful project delivery in the Inland Empire.

You will guide a cross-disciplinary team, collaborate with marketing, and drive growth for the region while aligning with HDR’s employee-owned culture. Responsibilities include staff retention, resource planning, and leading pursuits with internal teams.

To achieve success, the Inland Empire (IE) Area Transportation Program Manager (APM) will work directly with the Transportation business group leadership to develop relationships with target clients, pursue and win new projects and ensure successful project delivery in the Inland Empire. The pursuit of new work will be in a collaborative manner with local market sector leaders, technical service leaders (i.e. business classes and cross sector) and national experts as required. This individual will oversee and direct the activities of the IE Client Development team to create and implement marketing, recruiting and business strategies to drive growth for the region. This role includes leading key pursuits with our internal marketing team, to create and implement a pre-positioning and follow-up strategy through the proposal and interview stage and ultimately overseeing the successful execution of projects. It also includes driving our political advocates, if applicable, as needed to support our success on projects, pursuits and brand recognition. This may include setting up and attending information gathering meetings with clients, making teaming arrangements with partners and small businesses and assembling the best HDR team locally and companywide.

In the role of Area Transportation Program Manager, we'll count on you to:
  • Be responsible for working with the IE business class and cross sector leaders to retain staff through strong recognition, career growth opportunities and a culture of listening turned into action. This includes identifying and mentoring future leaders.
  • On behalf of the TBG Leader, be involved in work planning and ensuring that staff is utilized and projects are properly staffed to avoid long term employee overload or risks to project delivery.
  • Manage various cross sectors in support of the TBG Leader. A strong understanding of the environmental, planning, engineering design, program management and construction management business is required.
  • Be involved in projects as PM or PIC as part of a Seller Doer strategy.

Preferred Qualifications
  • A minimum of 15 years of program management, office management, or related experience is preferred with demonstrated performance in developing and fostering client relationship, successfully building teams and executing projects, and staff mentoring and development.
  • Program or project management experience in the Inland Empire is strongly preferred.
  • Local candidates are preferred.
  • Involvement in ACEC, APWA, ASCE, WTS or a like organization that includes industry leaders and client interaction.
  • Strong relationships at leadership levels with state, regional and municipal agencies including Caltrans District 8, RCTC, SBCTA, CVAG, SBCOG, Metrolink, and municipalities in the counties of Riverside and San Bernardino.
  • Excellent communication skills and emotional intelligence. Being a leader in the office and providing mentoring and guidance to the office staff.
Required Qualifications
  • Bachelor's degree in Engineering, Construction Management, Planning, Sciences, Business Administration, or a closely related field
  • Program management experience consistent with one of the following requirements:
  • A minimum of three (3) years of program management experience in a deputy role to the Program Manager for the delivery of one or more programs, with a cumulative capital value of $200 million or more, or;
  • A minimum of five (5) years of program management experience as a Project Manager or Project Controls Manager for the delivery of one or more programs, each with a capital value of $200 million or more, or;
  • A minimum of ten (10) years of project management experience as a Project Manager directing a multi-disciplinary team for the delivery of at least two (2) projects, each with a capital value of $50 million or more
  • Strong leadership skills with experience building a cohesive team culture and managing team members in various locations.
  • Excellent communication skills. Comfortable presenting to client executives and in front of a large audience in a public setting
  • Management experience with the implementation of projects or programs using alternative and collaborative delivery methods, including design-build (DB), progressive design-build (PDB), and/or construction management at-risk (CMAR)
  • Familiar with the various tools used to manage large programs - PMIS, CMIS, scheduling, cost control, document management, risk management, asset management, dashboard analytics, etc.
  • An attitude and commitment to being an active participant of our employee-owned culture is a must

The expected compensation range for this position is $186,000 - $251,000 and depends upon skills, experience, education and geographical location.
